1
Addendum to the Environmental Impact Report for
the Arroyo Lago Residential Project
City of Pleasanton
Project Understanding
Background
FCS is currently preparing a Final EIR for the County for the Arroyo Lago Residential Project (County Project)
(State Clearinghouse No. 2023050339), as the project site is currently located within the County. The Draft EIR
for the County project was circulated for public review from September 9, 2024, to October 24, 2024, and the
Final EIR is expected to be certified in the fall of 2025.
Chapter 6, Alternatives to the Proposed Project, of the Draft EIR for the County Project evaluated several
alternatives, one of which (Alternative 2, Annexation into the City of Pleasanton Alternative), contemplated
annexation and included a robust evaluation of the County Project in light of the City’s policies, regulations, and
standards. Under Alternative 2, the proposed project site would be annexed into the City and would include
development of the same number of residential units and the same roadway, bicycle, and pedestrian
improvements along Busch Road. Because development under Alternative 2 would connect and utilize existing
City infrastructure and utilities, it would not require construction of off-site utility improvements, thereby
reducing the total project impact area by 38 acres.
The Draft EIR for the County Project found that Alternative 2 would result in fewer impacts and would reduce a
significant and unavoidable impact related to greenhouse gas (GHG) emissions (project-level and cumulative),
specifically conflicts with a plan, policy, or regulation that reduces emissions; and transportation (project-level
and cumulative), specifically related to geometric hazards to a less than significant level with the incorporation
of mitigation. Alternative 2 was also identified as an environmentally superior alternative per California
Environmental Quality Act (CEQA) Guidelines Section 15126.6(e)(2).
The City has received a development proposal from the applicant and is proposing to evaluate the application
via an Addendum to the Final EIR for the County Project.1
Project Purpose, Location, and Description
The proposed project includes construction of 189 single-family homes, with approximately 25 percent being
deed-restricted as accessory dwelling units. This represents a reduction of five dwelling units compared to what
was analyzed in the County Project EIR. The dwelling units would be approximately 26 to 30 feet in height. The
approximately 26.6-acre site would be developed with an approximate density of 7.1 dwelling units per gross
acre, which represents a reduction from the County Project. The proposed project is expected to include up to
approximately 659 residents.
The project site is located directly east of Pleasanton city limits between Lake I of the Zone 7 Chain of Lakes
and Cope Lake. The project site does not currently have a street address but can be accessed north of the
eastern end of Busch Road. The site is within the unincorporated County but is also within the City’s Sphere of
Influence. Presently, the project site is vacant and graded.
1 This Scope is dependent on and assumes that the Final EIR is certified by the Board of Supervisors and that no challenges to the
County’s approval are filed within the statute of limitations. Should the County decide not to certify the Final EIR, or in the event of a
legal challenge to the certified EIR, FCS will revise this Scope accordingly to reflect the appropriate level of CEQA review pursuant
to the City standards.

Docusign Envelope ID: 7565F74F-BD3E-4CF2-8959-B6FB2748CD43
