2
Addendum to the Environmental Impact Report for
the Arroyo Lago Residential Project
City of Pleasanton
The project site as evaluated in the County Project EIR prepared consists of three Assessor’s Parcel Numbers
(APNs)—APN 946-4634-1 (the subdivision property itself) and two parcels (APN 946-4634-2 and APN 946-
1350-3-10) that would support off-site facilities/infrastructure. FCS understands that only the subdivision
property would be improved, since the off-site utility improvements would no longer be required for
development in the City.
Scope of Work
Based on preliminary review of available project information and consultation with the City, FCS anticipates that
an Addendum to the County Project EIR will be the appropriate level of CEQA review. If there are project
impacts that are new or more severe than what was analyzed in the County Project EIR, FCS will immediately
notify the City and applicant and prepare a new Scope to support preparation of an appropriate environmental
document. The following tasks are proposed to complete the identified Scope for an Addendum.
Task 1: Project Initiation and Kick-off Meeting
FCS will review relevant background material, develop an initial data needs list, and coordinate with the City to
schedule a kick-off meeting (it is anticipated that the kick-off meeting will be completed via teleconference). The
intent of the kick-off meeting is to clarify and confirm the details of the Scope and schedule, obtain any
additional copies of the project plans and other relevant information, and identify key points of contact. It is
typically helpful to have all relevant team members attend this call (i.e., applicant, civil engineering design
team, and general contractor, if applicable). FCS will also provide a Request for Information (RFI), which will
detail additional information needed to complete the CEQA analyses. An FCS Senior Air Quality Scientist will
also be available to attend this meeting to clarify data needs.
ASSUMPTIONS:
This Scope assumes that the City or applicant team will provide the following information to FCS prior to the
kick-off meeting:
ƒFinalized site plan to be evaluated in the Addendum. FCS currently has site plans dated December 2, 2024
ƒOutline of any project changes.
ƒAny updated or revised applicant-provided studies, if applicable.
ƒPeer review of the applicant-provided Geotechnical Report.
ƒUpdated Computer-aided Design (CAD) files for the proposed project. This Scope assumes one round of
review with FCS’s Senior Geographic Information System (GIS) Specialist. Should additional rounds of
review be required, it would be covered under a separate scope.
Task 2: Comprehensive Project Description
Using the information obtained during project initiation, FCS will prepare a comprehensive Project Description
for the City’s review and approval. Pursuant to CEQA Guidelines Section 15124, the Project Description will
identify the project location, describe the project characteristics, identify necessary approvals, and list other
agencies that may use the document for environmental review. The Project Description will use graphics and
tables to clearly convey relevant information to the reviewer and will include all of the information required to

Docusign Envelope ID: 7565F74F-BD3E-4CF2-8959-B6FB2748CD43
