6

Addendum to the Housing Element FEIR for the proposed
Additional Housing Opportunity Zone Sites
City of Pleasanton
quantified construction noise impact analysis is not included in this scope. If a quantified construction noise
impact analysis is requested, it would be performed under a separate scope and fee.
FCS assumes that, with implementation of the Housing Element FEIR’s MM NOI-2: Construction Vibration
Reduction Plan, construction vibration impacts would be reduced to less than significant and that a quantified
vibration impact analysis would not be required. If a quantified vibration impact analysis is requested, it would
be performed under a separate scope and fee.
Operational Noise Impact Analysis
Project-related traffic noise impacts will be analyzed based on whether the proposed project would lead to the
generation of a substantial permanent increase in traffic noise levels in the project vicinity in excess of
standards established in the City’s General Plan or Noise Ordinance.
FCS assumes that, with implementation of the Housing Element FEIR’s MM NOI-1: Stationary Source Noise
Reduction Measure, stationary source noise impacts associated with future development that could occur with
implementation of the rezoning of these three sites would be reduced to less than significant and that a
quantified noise impact analysis would not be required. If a quantified stationary source noise impact analysis is
requested, it would be performed under a separate scope and fee.
Data Needs and Assumptions
This Scope assumes that relevant data, including site plan and project traffic data, will be provided by the
applicant. This analysis will be completed within six weeks of receipt of the necessary project data and the
approved Project Description.
Task 4: Administrative Draft Addendum
Once FCS receives the final edited and approved version of the Project Description from the City, FCS will
prepare an Administrative Draft Addendum in accordance with the applicable requirements contained in the
CEQA Guidelines and Environmental Checklist questions (i.e., Appendix G). Pursuant to CEQA Guidelines
Section 15164, an addendum is prepared when the level of impacts is the same, but there are changes to the
project or significant new information becomes available. CEQA Guidelines Section 15168(c)(4) recommends a
written checklist or similar device to confirm that the environmental effects of a subsequent activity were
adequately covered in a previous CEQA document. Using data and analyses compiled in support of the
Housing Element FEIR, the Addendum format will include separate sections for discussion of each
Environmental Checklist impact category. The document will identify potentially significant impacts and refine
mitigation measures presented in the Housing Element FEIR (if needed).
Impact analysis sections to be included in the Administrative Draft Addendum include the following:
Docusign Envelope ID: 28703CF9-39C1-4CC6-9C23-4E16152059FDDocusign Envelope ID: 276BF274-B283-45D5-94A5-B39D73173D41
