5

Addendum to the Housing Element FEIR for the proposed
Additional Housing Opportunity Zone Sites
City of Pleasanton
details have yet to be determined, at this stage, a regulatory-level assessment will be conducted that will focus
solely on potential impacts relating to anticipated land use and zoning changes.
In addition to a review of existing policies/programs in the City of Pleasanton General Plan, FCS will prepare
and submit a request to the Native American Heritage Commission (NAHC) to check their Sacred Lands File
for TCRs that may be adversely impacted by any proposed land use designation changes or rezoning. The
request will include lists of Native American representatives that may wish to consult on the proposed project
pursuant to Public Resources Code Sections 21080.3.1 and 21080.3.2 (also known as Assembly Bill 52 [AB
52]) as well as Senate Bill (SB) 18, which require tribal notification and consultation in the event of a proposed
general plan amendment. Compliance with tribal notification and consultation under AB 52 and SB 18 are the
responsibilities of lead agencies under CEQA, and FCS will assist in the consultation process. FCS will draft a
notification letter for use by the City that will include a written summary of the updates included in the Housing
Element update, a map illustrating the program area, and will advise tribes of the required response times.
The information will be directly incorporated into one section of the Addendum. As project-level details have yet
to be determined and this analysis will be conducted at the regulatory level, this Scope of Work does not
include a stand-alone Cultural Resources Assessment for the program area, nor a record search at the
Northwest Information Center (NWIC), nor pedestrian surveys of the program area. Programmatic mitigation
measures from the Housing Element FEIR that include conducting project-level analysis will be recommended
for any potentially significant impacts identified.
Subtask 3.4: Noise Impact Analysis
Development associated with the implementation of the proposed project will result in noise impacts from
construction and operation activities. FCS will prepare a Noise Analysis to evaluate the potential construction
and operational noise impacts on noise-sensitive land uses in the project vicinity and will provide a comparative
analysis to impacts identified in the Housing Element FEIR. The analysis will be wholly contained in the
Addendum and the supporting technical data will be appended to the document; no stand-alone report will be
prepared. To perform this analysis, the following tasks are required.
Background Information Compilation and Summary
The general characteristics of sound and the categories of audible noise will be described. The regulatory
framework related to noise, including applicable federal, State, and City plans, policies, and standards, will be
summarized. This scope does not include an ambient noise monitoring effort. If an ambient noise monitoring
effort is requested, it would be performed under a separate scope and fee.
Construction Noise and Vibration Impact Analysis
Construction associated with development that could occur with implementation of the rezoning these three
sites would involve the short-term operation of heavy equipment in the vicinity of sensitive receptor land uses.
FCS assumes that similar to the findings of the FEIR, all future development projects on these three sites
would follow requirements of the Municipal Code. As such, future individual housing development projects
would be reviewed and approved as required by the procedures of the Municipal Code and as outlined in
Chapter 2, Project Description, and would undergo additional CEQA review, as appropriate.
