Phase 1 is anticipated to be bid in mid-2026, with construction beginning in the fall of 2026.

The design of Phase 2 of the project is anticipated to take nine months to complete. This
timeline could allow both Phase 1 and Phase 2 to be bid simultaneously in the fall of 2026.
Bidding and completing both phases simultaneously should result in some construction cost
savings.

Consultant Services
Mark Thomas completed the 95 percent plans for Phase 1 in June 2025 and is preparing the
necessary documents for environmental clearance (California Environmental Quality Act
(CEQA) and National Environmental Policy Act (NEPA)). The consultant is also in the process
of obtaining the required Caltrans Authorization for Construction and temporary construction
easements.

Phase 2 of the project will not require NEPA clearance or Caltrans review, resulting in a faster
design completion compared to Phase 1. The City is satisfied with Mark Thomas’s work on the
project, and staff recommends amending the existing contract to include the Phase 2 design.

EQUITY AND SUSTAINABILITY
Approval of this project will advance the Climate Action Plan (CAP 2.0) in Transportation and
Land Use by promoting an effective transportation system and enhancing bike and pedestrian
access for the community through the development of a multi-modal corridor.

OUTREACH
The concept plan was presented to the Bike, Pedestrian and Trails Committee, Parks and
Recreation Commission, and Hacienda Business Park’s residents/owners in the summer of
2023. Information on the West Las Positas Multimodal Reconstruction Project is also posted
on the City’s website. Staff will be developing an extensive outreach program to collaborate
with adjacent property owners, anticipate and manage construction impacts, and maintain
access to adjacent properties. Both the grant funding application and award were reviewed by
the Bicycle, Pedestrian, and Trails Committee and the City Council.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Investing
in Our Environment, Strategy 1—Implement the four-year Capital Improvement Program (CIP)
to complete the design and construction of budgeted capital projects, and the strategy to
continue to invest in parks, bicycle and pedestrian infrastructure, and public art. This action will
improve traffic safety and the level of comfort for cyclists and pedestrians commuting to school.

FISCAL IMPACT
Funding for the scope of work covered under this Fourth Amendment to the contract with Mark
Thomas is budgeted and available in the fiscal year 2025/2026 CIP budget, under CIP No.
26514, West Las Positas Boulevard Multimodal Reconstruction - Owens Drive to Santa Rita
Road. The funding for this CIP includes a $750,000 grant from ACTC, which requires a
$250,000 local match. This local match is provided by the direct local distribution of Measure
BB pedestrian and bicycle funds, and would augment the grant to cover the full cost of the
proposed contract amendment.

Docusign Envelope ID: 13052E52-7AE9-4FA9-885F-4547DF464456
