In 2021, the West Las Positas Boulevard Street Sinking Repair Reserve, CIP No. 11514, and
the West Las Positas Bicycle and Pedestrian Improvements Project, CIP No. 17567, were
combined into one CIP and renamed the West Las Positas Boulevard Multimodal
Reconstruction Project, CIP No. 11514, to address both roadway settlement issues and
pedestrian/bicycle improvements.

On December 6, 2022, the City Council awarded an agreement to Mark Thomas to provide 35
percent design that aided the development of construction phasing and implementation plans
for the project. The contract term was extended by the First Amendment to the Agreement on
June 14, 2024.

On July 16, 2024, the City Council authorized the Second Amendment to the Mark Thomas
agreement to complete the 100 percent design and create bid documents for construction for
the section of West Las Positas between Hopyard Road and the Iron Horse Trail.

On October 21, 2025, the City Council authorized the Third Amendment to the Agreement to
include additional work required that was not captured in the added scope of work in
Amendment 2. This added scope is needed to complete the 100 percent design for the
Hopyard Road to Iron Horse Trail section.

The City's Capital Improvement Plan (CIP) for Fiscal Year 2025/2026 included a new project,
which separates the Phase 2 work for the West Las Positas Multimodal Reconstruction
Project. CIP 26514 was established and funded with grants from the Alameda County
Transportation Commission (CTC) and Measure BB Bike and Pedestrian funding. The
proposed Fourth Amendment to the agreement with Mark Thomas, covering the 100 percent
design for Phase 2 of the West Las Positas project, will be fully funded under CIP 26514.

DISCUSSION
West Las Positas Boulevard Multimodal Reconstruction
The concept design cost estimates for the long-term multimodal improvements between
Foothill Road and Fairlands Drive ranged from $25-$30 million, exceeding available funding.
To determine the implementation strategy with limited funding, the project was divided into
multiple segments.
• Phase 1 of the project, from Hopyard Road to Iron Horse Trail, addresses the most
significant roadway settlement.
• Phase 2 of the project extends from Iron Horse Trail to Santa Rita Road and addresses
the most significant pedestrian and bicycle conflicts with vehicles.

In Phase 2, the center median will be narrowed, bike lanes will be elevated to sidewalk grade,
and a landscape buffer will be created to further separate vehicles from bicyclists. A new
sidewalk will be installed along the south side of the street, and a pedestrian crosswalk will be
added to Owens Drive to facilitate pedestrian crossing of West Las Positas Boulevard. The
Santa Rita Road intersection will be modified to eliminate the southwest "pork chop" island,
and the northwest "pork chop" will be modified to allow for controlled pedestrian and bicycle
movements to the elevated bike lane and sidewalk.

Schedule
Docusign Envelope ID: 13052E52-7AE9-4FA9-885F-4547DF464456
