Although Citygage provides a higher cost proposal compared to the other two top vendors, it offers a more detailed and robust project scope and stood out among all other proposals with its depth of team expertise, proven experience, and strong understanding of the City’s needs. DISCUSSION RFQ Process The RFQ initially focused on three departments (Development Services, Public Works, and Police). However, during the interview process, consultant consensus indicated that a baseline approach covering all City departments (excluding LPFD) would provide greater value and more actionable recommendations. Consultants noted that operational challenges span multiple departments, talent retention has organization-wide root causes, and recommendations are more effectively implemented when viewed holistically. Citygate Associates, LLC was selected based on: • Extensive California municipal experience (including El Cerrito, West Hollywood, Sonora, and Monterey County) • Proven track record with comprehensive assessments • Customized methodology to meet Pleasanton’s needs • Strong implementation action plans Project Scope/Timeline The assessment will be conducted over 12 months, following five core tasks: Task 1: Initiate the Project (Months 1-2) • Project kickoff meetings with City leadership • Develop stakeholder communication and engagement plan • Obtain and review documentation from all departments Task 2: Communicate with and Involve Stakeholders (Months 2-3) • On-site interviews with City Council members • Individual and group interviews with department personnel and City Manager Page 148 of 323
