Item #4
CITY COUNCIL AGENDA REPORT

November 4, 2025
Community and Economic Development

TITLE: ACCEPT THE PUBLIC IMPROVEMENTS PERFORMED BY COLUMBIA
ELECTRIC FOR THE VALLEY AVENUE AND NORTHWAY ROAD TRAFFIC
SIGNAL INSTALLATION PROJECT, CIP NO. 23532, AND AUTHORIZE THE
RETURN OF THE REMAINING PROJECT FUNDS TO THE GAS TAX FUND
(FUND 160) AND THE TRAFFIC IMPACT FEE FUND (FUND 212)

SUMMARY
The Valley Avenue and Northway Road Traffic Signal Installation Project, Capital Improvement
Project (CIP) No. 23532, involved installing a new traffic signal and implementing related
improvements at the intersection of Valley Avenue and Northway Road. The City Council
awarded the construction contract to Columbia Electric on April 16, 2024. Construction of the
project is now complete. Staff now requests that the City Council accept the improvements,
and authorize the return of remaining project funds to the Traffic Impact Fee and Gas Tax
Funds.

RECOMMENDATION
1. Accept the project as complete and authorize the City Clerk to file a Notice of
Completion.
2. Authorize the release of retention in the amount of $59,134.76 to Columbia Electric, 30
days after the recordation of the Notice of Completion.
3. Authorize the return of the remaining project funding, in the amount of $137,179 to the
fund balance in the Traffic Impact Fee Fund (Fund 212) and the Gas Tax Fund (Fund
160).

BACKGROUND
Staff prepares a traffic signal priority list biannually by evaluating various relevant factors,
including eight-hour traffic volume, peak-hour traffic volume, crash history, adjacent land use,
and pedestrian/bicycle volumes. The list of intersections to be evaluated is compiled based on
staff recommendations and resident requests, as well as projections of future needs due to
land use or traffic patterns. The intersection of Valley Avenue and Northway Road was
identified as the top candidate for construction on the signal priority list. The intersection is
adjacent to Harvest Park Middle School and just north of Walnut Grove Elementary School.
During school commutes, the increase in vehicular traffic, combined with the number of
children and adults walking and riding their bikes, reduces the intersection's level of service to
an unacceptable level.

On April 16, 2024, the City Council awarded a construction contract to Columbia Electric in the
amount of $1,155,127. The intersection of Valley Avenue and Northway Road is a T-
intersection. The improvements included building a four-phase traffic signal, including left-turn
Page 17 of 323
