arrows for northbound Northway Road and westbound Valley Avenue; moving the crosswalk
on Valley Avenue to the east side to eliminate the northbound left-turn vehicle-pedestrian
conflict; and expanding the paved area at the southeast and southwest corners to reduce the
pedestrian crossing distances.

DISCUSSION
The project was completed in phases due to the timing of the delivery of the traffic signal
equipment, which has lengthy manufacturing times. The civil improvements were completed at
the intersection in August 2024, prior to the start of the 2024-2025 school year. During this
time, the intersection operated with stop control for northbound Northway Road and a
rectangular rapid flashing beacon at the east crosswalk for pedestrian safety. Most of the
traffic signal equipment for this project was delivered in December 2024, with equipment from
the City’s spare inventory used to facilitate the completion of the project during the Pleasanton
Unified School District’s winter break. The intersection became fully operational in January
2025. The City’s spare inventory used on this project was fully replaced with the last
equipment deliveries from the manufacturer in June and July 2025.

Change Orders
The following change orders resulted in a net increase of $27,568 to the original construction
contract, for the final project cost of $1,320,864:

1. Change Order No.1 totaled $17,488 and consisted of the following:
• Installing new junction boxes
• Installing lighting wiring.

2. Change Order No. 2 totaled $17,942 and consisted of the following:
• Relocating the existing rectangular rapid flashing beacon for temporary pedestrian
safety control.

3. Change Order No. 3 totaled $15,206 and consisted of the following:
• Removal of junction boxes, add new conduit connectors, re-route wiring, and pour
concrete sidewalk.

4. Change Order No. 4 totaled $2,860 and consisted of the following:
• Repair landscape sod.

5. A balancing change order for a net decrease of $25,929 was the result of the difference
between the contract quantities constructed and the Engineer’s Estimate of quantities within
the bid documents.

Attachment 1 more fully details the project's funding and expenditures. As described in the
Page 18 of 323
