A goal of the interviews
is to orient the consultant team to the history and current context in which the study is
taking place. These meetings will also enable us to identify key staff and stakeholders to
gain their insights in subsequent tasks.
We will conduct on-site meetings with City personnel identified from each of the following
departments. Interviews will be conducted during one on-site day using a mix of individual
and group formats to connect with a broad array of staff from each department. Citygate
may also supplement our interviews with an electronic questionnaire provided to key staff
with oversight of program and division areas to obtain specific feedback about staffing,
service delivery, and cost of service.
¨ Development Services
¨ Public Works
¨ Police
¨ Internal Services (City Manager’s Office, Finance, Information Technology, City
Clerk, Human Resources)
¨ Library & Recreation
2.2 Conduct Interviews with the City Council:
Citygate’s Project Manager will be on-site to meet with City Council members. These
interviews will permit us to gain their insights at the start of the review process and provide
direction regarding specific issues needing focus.
As necessary, pre-meeting information will be provided to interviewees by email or hard
copy to allow for sufficient preparation. Assistance from City staff will be required in
scheduling these meetings and providing interview/meeting rooms.
2.3 Post-Interviews Debrief with City Manager:
At the conclusion of Citygate’s interviews, we propose a meeting between Citygate Project
Manager and the City Manager, Assistant City Manager, and assigned Project Manager to
discuss initial themes and findings emerging from our document review and interviews and
allow initial feedback on areas that may warrant deeper focus.
