Item #11
CITY COUNCIL AGENDA REPORT

November 4, 2025
Public Works - Utilities Division

TITLE: CONTINUED FROM OCTOBER 21, 2025 - APPROVE THE LONG-TERM SEWER
CAPITAL IMPROVEMENT PLAN

SUMMARY
On June 17, 2025, the City Council adopted a Resolution approving the City’s 2025 Sewer
System Management Plan (SSMP). At that time, the SSMP City Council Agenda Report
identified under Next Steps that a long-term Sewer Capital Improvement Plan (Sewer CIP)
would be prepared and presented to the City Council at a later date. This report presents that
long-term sewer CIP, which includes prioritized projects over a 20-year span, under three
distinct implementation scenarios.

A detailed resource review and Operation and Maintenance (O&M) requirements to properly
implement the SSMP, which was also identified as a next step in the SSMP Staff Report of
June 17, 2025, is currently under development and will be presented at a future City Council
meeting. The City will also be conducting a sewer rate study and sewer connection fee study
that will utilize the results of the SSMP, including this CIP, to calculate and recommend
increases to user rates and connection fees for City Council consideration in 2026.

RECOMMENDATION
Continued from October 21, 2025 - Approve the Long-Term Sewer Capital Improvement
Plan.

BACKGROUND
The City owns and operates a sewer collection system that consists of approximately 253
miles of gravity sewers, approximately 4.9 miles of force mains, 8 siphons, 11 active pump
stations, and approximately 21,000 service connections. The average dry weather flow is
approximately 6 million gallons per day (MGD). The City has agreements with Dublin San
Ramon Services District (DSRSD) and City of Livermore (for Ruby Hill service area) for
wastewater treatment and is a member of Livermore-Amador Valley Water Management
Agency (LAVWMA) for treated wastewater disposal. The City also has agreements with
Alameda County that allow sewage flows from the Castlewood Service Area to be transported
through the City’s collection system for treatment at DSRSD.

The City has developed a Sewer System Management Plan (SSMP) that is a living document
to guide management of its sewer collection system. As a regulatory-mandated document, the
SSMP covers nearly all management aspects, including Element 8, System Evaluation,
Capacity Assurance, and Capital Improvements. The City hired a consultant, Woodard &
Curran, to prepare this long-term Sewer CIP (Attachment 1) as well as two key studies that
informed the development of the Sewer CIP: the sewer system capacity evaluation and the
facility condition assessments.
