City of Pleasanton, CA (0012108.00) 1-1 Woodard & Curran, Inc.
Pleasanton Long-Term Sewer CIP October 6, 2025
1. BACKGROUND AND PURPOSE OF THE PLAN
The City of Pleasanton (City) adopts operating and capital budgets (budgets) through an ongoing two-year
budget process and adopts a five-year capital improvement program (CIP). This report focuses on what
capital programs the City requires to maintain a high level of service for their sanitary sewer system. For the
purposes of this report a high level of service is defined by:
• System reliability and resilience – Keeping the sewer system in good condition and avoiding sanitary
sewer spills due to condition related issues.
• Capacity Management – Maintaining a sewer network that can meet the City’s capacity standards
for both existing and future development flows without risk of SSOs.
• Regulatory Compliance – Meeting all state and federal requirements for sewer system
management.
• Duration of Service Interruptions – If service is interrupted, ensuring that the City has the capacity
to respond quickly.
In addition to this CIP Implementation document, the City’s Sewer System Management Plan (SSMP),
prepared in compliance with the Statewide Waste Discharge Requirements General Order for Sanitary Sewer
Systems (WDR), describes the City’s ongoing operation and maintenance (O&M) and condition assessment
programs and other related aspects of its management of the sanitary sewer system. The SSMP
supplements this CIP document and is the basis for estimating O&M budgetary needs for the sewer system.
Several specific contractor or engineering support O&M programs, developed by City Staff, have been
included in this plan to capture expected costs, especially where they may tie in with future capital
improvement work.
1.1 Purpose of the Plan
The purpose of the City’s long-term capital improvement plan (CIP) is to ensure sustainability of the City’s
sewer system infrastructure and determine funding needs. The long-term CIP is a living plan that is reviewed
on a 2-year cycle to evaluate implementation progress and updated on a 6-year cycle to reflect any changes
in drivers and needs. Development of the long-term CIP is based on technical evaluations that include
condition and system capacity assessments. The long-term CIP includes prioritized projects with cost
estimates over a 20-year span. The long-term CIP is developed in coordination with Utilities Division O&M
staff and Engineering Division staff. The City’s Engineering Division is responsible for implementing CIP
projects. Engineering will utilize the long-term CIP as a guide for developing its 5-Year CIP budget that is
updated every 2 years.
Section 1 of this report defines the assets within the sanitary sewer system, Section 2 describes the program
evaluations performed to develop the project recommendations, Section 3 describes cost estimating
assumptions for projects identified by the program evaluations, and Section 4 describes several 20-year
capital improvement plan investment scenarios for the City to consider.
