City of Pleasanton, CA (0012108.00) 3-2 Woodard & Curran, Inc.
Pleasanton Long-Term Sewer CIP October 6, 2025
These FTEs are not assumed to be permanent positions and may be phased out if capital project workloads
decrease.
3.3 Priority A Projects and Costs
The following sections describe the Priority A projects broken out by their program category. Each section
gives a brief rational for why these assets received a Priority A rating and summarizes the costs shown in
the long-term CIP (see Section 4).
3.3.1 Gravity Sewer R&R
Seven high risk pipes received a rehabilitation/replacement action based on the results of the gravity
condition assessment. These pipes all have at least one severe structural defect (NASSCO PACP grade 4 or
5), which NASSCO defines as a pipe that will fail in the near-term or has already failed. Based on these
results, these pipes were assigned to priority A as near -term replacement/rehabilitation recommendations.
These pipes have a variety of preliminary rehabilitation recommendations based on the defects present in
each pipe, but for simplicity they are presented as a single line item in the CIP. A detailed recommendation
of each pipe’s specific R&R action can be found in the Pleasanton Sewer Condition Assessment and
Rehabilitation/Replacement Recommendations technical memorandum. Additional costs for pavement and
sidewalk replacement were also included under the “Annual Sewer Collection System Improvements for
Resurfacing”.
Funding in this line item may also be used to rehabilitate or repair large diameter sewer mains, sewer
siphons, and force mains. As noted in Section 2.7 the condition of these assets is currently unknown and is
expected to be assessed over the next 3 to 5 years. If any of these assets are found to be in poor condition,
this funding can support near-term rehabilitation efforts. Total funding allocations for both gravity sewers
and other asset classes will be re-evaluated during the next sewer rate study, scheduled for 2030.
Also included in this line item is the CCTV inspection cost for high priority gravity mains identified in the
condition assessment analysis. These pipes received a high risk priority based on their age, material, cleaning
frequency, and COF factors (See Section 2.1 for additional details), and their actual condition should be
determined in the near-term so an analysis of any defects present can be performed. A summary of pipeline
R&R costs as well as costs for inspection of the high priority CCTV pipes without inspection data are shown
below in Table 3-1.
An additional condition project was included based on City staff feedback. The Amberwood Siphon has
been noted to be in poor condition and there is concern that it is capacity deficient, and unable to convey
flows under Arroyo Mocho. If this siphon failed or became clogged, it could lead to SSOs in the residential
neighborhood upstream of the siphon and it is therefore considered high priority. A preliminary cost has
been included in Table 3-1.
