Why was the request for lighting allowed following previous denials and commitment
from tennis court owners that they wouldn’t bring back the request?

A. The Planning Commission explicitly considered the question of whether lighting
should be permitted in conjunction with the tennis courts as part of PUD-48. After
deliberating on the application, the Planning Commission, and subsequently the
City Council, approved the PUD without a prohibition on lighting, and instead
making any proposed lighting over 8 feet in height subject to an ADR.
