The
Concept Plan would incorporate these goals, tailored to the subject station and project site,
specifically in focused on increasing vitality in the area with a variety of supportive uses,
addressing both affordable and market-rate housing needs, and increasing the share of BART
patrons who use alternatives to driving to get to the station (e.g., walk, bike, take transit). A
draft of the goals and objectives (named Pleasanton Transit-Oriented Development at
Dublin/Pleasanton BART Station – Goals and Objectives) is included as Attachment 3 to this
report.

Site Re-use Scenarios
The draft re-use options are included in detail as Attachment 1 to this report. The following is a
summary of the scenarios:
• Development Scenarios: The site is approximately 14.9 gross acres (about 11.34 net
acres) and could be developed as three to four parcels (compared to the two existing
parcels).

In the four-parcel scenario, each parcel would be between 2.4 and 4.3 acres, with buildings
five to seven stories high and housing between 870 and 1,088 units (for a density range of
58-77 dwelling units per gross acre; parking would be 0.82 to one space per unit).

In the three-parcel scenario, the larger parcel on the eastern side of the site would be about
eight acres with a five-story building (the western two parcels similar in size to the first
scenario). This second scenario includes a range of 818 to 1,023 housing units, for a
density range of about 75 dwelling units per gross acre (parking would be 0.82 to one space
per unit). As an alternative to this three-parcel scenario, the larger, eastern parcel would
have an eight-story tall building, for a range of 1,047 to 1,309 housing units (for a density
range of 75-92 dwelling units per gross acre and 0.78 to 0.97 parking spaces per unit).

The Site Re-use Options memorandum (Attachment 1) provides additional details on
scenarios, including test-fitting options that evaluate suitable building types for each of the
sites (e.g., a wrap building, courtyard building, or podium building).
