Pleasanton BART
Existing Physical Site Conditions Opportunities and Constraints Evaluation Oct 16, 2025

6
2. Engineering Due Diligence Report Summary

The Due Diligence Report prepared by BKF Engineers is included in the appendix section of
this document (Section 7.a.). This report analyzes the existing physical site conditions including
site elevations, important title information such as the location of easements, flood zone review,
and existing utilities.

Below is a summary of findings from this report:
• The project site is mostly paved with asphalt and includes minor landscaping. An enclosure
at the northeast corner of the site houses BART's gap breaker station as well as three
service parking spaces.
• The site is relatively flat, with average slopes of about two to three percent. The title report for
the sites includes information on various easements, most notably a 100-foot easement for
gas utility running along the middle of the overall site and a 33-foot public service easement
along Owens Dr. The easement exhibit is included in the BKF report.
• Primary fire access to the site will be from Owens Dr. Secondary fire access will be required
from fire lanes within the site.
• The site is located within FEMA Flood Zone X, 0.2% Annual Chance Flood Hazard. The two
adjacent canals are located in floodway areas, and must be kept free of any encroachment.
The finished floor elevation of any future buildings should be located above the base flood
elevation of the adjacent canals.
• There is a 16-inch DIPS (ductile iron pipe) water main in Owens Dr. and an existing 10-inch
DIP water main that runs north-south through the site. An existing 16-inch DIP water service
enters the site on the west side, and an existing 10-inch DIP water service enters the site on
the east. There is also a 24”-diameter Zone 7-owned pipe that runs through the site along
the alignment of the Iron Horse trail.
• There are four existing fire hydrants along Owens Dr. frontage and one within the property
near the retail kiosks.
• There is a six-inch recycled water pipe extending into the southeast corner of the site along
Owens Dr. Any future development should anticipate extending this six-inch line from Willow
and Owens to create a looped system.
• There is an eight-inch VCPS (vitrified clay pipe) sewer main is located in Owens Dr west of
Willow Rd, and a 12-inch VCP sewer main is located in Owens Dr east of Willow Rd. A six-
inch" sanitary sewer main runs through the site, connecting the BART station to the sewer
main in Owens Dr.
• City-owned storm drain mains are located in Owens Dr. A 24-inch line flows to the Willow
Rd. intersection, and a 42-inch line from the same intersection to outfall into the Chabot
Canal.
• A 60-inch storm drain main flows toward Iron Horse Trail, where it meets a County-owned
66-inch storm drain main that runs through the project site along the Iron Horse Trail. Catch
basins on the site flow into one of the following: City mains in Owens Dr., a County main in
the Iron Horse Trail, or directly into Hewlett Canal.
• The project will have to provide approximately 0.5 acres of LID treatment areas (such as
bioretention areas).Proposed development on the site may be eligible for LID (low impact
development) treatment reduction credits if it includes an affordable housing component and
a minimum gross density of 40 DU/Ac (dwelling units per acre). If the project uses treatment
reduction credits, the required bioretention areas could be reduced and stormwater treatment
could be provided using non-LID treatment, such as filters.
• If the project successfully demonstrates a decrease in total impervious area on site, it will not
be subject to hydromodification management requirements.

DRA
F
T
