Pleasanton BART
Existing Physical Site Conditions Opportunities and Constraints Evaluation Oct 16, 2025

7
3. Access and Circulation Report Summary

The Existing Conditions - Access and Circulation report prepared by Fehr & Peers is included in
the appendix section of this document (Section 7.b.). That report analyzes the station area,
ridership and access at the station, site circulation, as well as planned and proposed
improvements. It provides further context and analysis relevant to this section of this memo.

a. Site and Station Access

• Pedestrian access to the BART station as well as the site is via the Iron Horse trail and via
sidewalks from the intersection of Owens Dr. and Willow Rd. The Owens Dr. frontage also
includes an eight-foot-wide sidewalk lined on both sides by existing trees, although some of
the ground landscaping is in need of updating and upkeep. This sidewalk and almost all the
associated landscaping is within the BART property.
o Notably, a BART Station Profile Study from 2015 showed that access by walking
accounts for 9% of home trips and 40% of non-home-based trips to/from the station.
Complete mode share information can be found in section 7.b. of this document.
• The Iron Horse trail provides pedestrian and bicycle access to the site. The 32-mile-long
multi-use, whole-access regional trail between the cities of Concord and Pleasanton follows
the Southern Pacific Railroad right-of-way and directly connects to both the
Dublin/Pleasanton and Pleasant Hill BART stations. The trail also has several bridges over
busy thoroughfares to help improve traffic flow; with the latest addition being one over the
Dublin Boulevard in Dublin.
• There is also a bicycle lane along Owens Drive and Willow Road. The station currently
accommodates bike parking for 173 bicycles.
• A variety of bus lines service this area, most of which are part of the public bus service
Wheels, operated by the Livermore Amador Valley Transit Authority (LAVTA). Stops for the
BART station are primarily on the Dublin side, although nearly all of the routes use the East
BART Station intersection at Owens Drive. Four out of 16 of the total number of bus bays
are located along the transit-only road on the Pleasanton side of the station. Two bus routes
currently use these stops, Wheels Route 54 and County Connection Route 636. Wheels
Route 54 connects to the Altamont Corridor Express (ACE) Pleasanton station, which is
located near Downtown Pleasanton.
See section 7.b of this document for a full list of major bus lines connecting to this station as
well as their frequencies and ridership.
• People driving into this area from the adjacent regions normally arrive via the freeway
directly north of the site (I-580). Two nearby exits allow drivers to get on Owens Dr. from
either the west (via Hopyard Rd.) or east (via Hacienda Dr.). Drivers from Dublin and other
areas to the north similarly arrive via the same two streets (Hopyard. Rd. & Hacienda Dr.).
Drivers from the south can use additional roads such as Chabot Dr. and Willow Rd. to reach
Owens Dr.
• The designated passenger and taxi zone loading on the Pleasanton side is located just
north of the BART Permit parking lot on the site. The passenger loading area provides about
350 feet of curbside loading space with the first 150 feet designated for taxis and the
remainder designated as passenger drop-off zone, including 40 feet of accessible curb
space nearest to the station entrance.
• There is also a taxi-only zone south of the project site along Owens Dr. City staff noted that
these spaces currently have minimal usage.

DRA
F
T
