On April 15, 2025, the City Council considered the above-referenced SDR. After hearing the
staff presentation and opening the public hearing, including comments from the applicant, and
initial questions and deliberation, the City Council continued the item to the May 6, 2025,
meeting, requesting staff to:
• Provide additional information on the timeline for the SDR approval and subsequent
actions with respect to permitting and installation of the signage
• Conduct an inspection of installed signage to determine its compliance with the ZA
approved plans
• Work with the applicant to find opportunities to modify/improve the signage.

Staff provided the requested additional information to the City Council via a Supplemental
Memorandum (Attachment 2) to the April 15, 2025, Agenda Report. (Attachment 3), including
applicant-proposed modifications to the monument sign.

At the continued public hearing on May 6, 2025, the City Council further considered and
deliberated based on the information provided in the April 15 Agenda Report and
Supplemental Memorandum, and additional detail provided by staff and the applicant. At the
conclusion of the City Council's deliberations, there was not City Council majority support for
either approval or denial of the proposed signage in its entirety. Instead, by a 5-0 vote the City
Council:

1) Approved proposed modifications to the monument sign as illustrated in the supplemental
memorandum. This action would result in the applicant removing and modifying the
unpermitted and non-compliant monument sign with the following changes:
• Retain the existing brick base and side surrounds “as is”
• Modify the height of the sign to comply with the ZA-approved height limitations (flush
with the top of the brick side surrounds, see Attachment 3)
• Change the frame and panel colors from orange to white to be more consistent with a
2024 Gulf Gas station monument sign approved in Dublin.

2) Directed staff to continue review of the canopy design to a future meeting following
completion of work to modify the monument sign.

3) Approved all other elements of the application, excluding the monument sign and canopy.

Per the City Council's direction, and following installation of the modified monument sign, staff
is returning the item to City Council for review of the two elements noted.

DISCUSSION
Revised Monument Sign
Staff reinspected the revised monument sign on both October 21 and 22, 2025 (during the day
and in the evening). The revised monument sign conforms to the height limitations established
by the ZA approval. Additionally, the revised monument sign has been redesigned according
to the parameters specified above and as shown in the images below.
