Page 1 of 4 <br />Item #4 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />November 18, 2025 <br />Community and Economic Development <br /> <br />TITLE: REVIEW MODIFICATIONS TO THE INSTALLED MONUMENT SIGN AND <br />PROPOSED CANOPY, AND ADOPT A RESOLUTION UPHOLDING THE ZONING <br />ADMINISTRATOR’S APPROVAL OF A SIGN DESIGN REVIEW APPLICATION <br />(P24-0731) TO INSTALL NEW MONUMENT, WALL, CANOPY, AND PUMP <br />SIGNAGE AS PART OF A GAS STATION REBRANDING FOR GULF GAS <br />STATION LOCATED AT 4212 FIRST STREET WITH MODIFICATIONS TO THE <br />PREVIOUSLY APPROVED MONUMENT SIGN <br /> <br />SUMMARY <br />On March 4, 2025, the City Council requested review of a Zoning Administrator (ZA) Sign <br />Design Review (SDR) approval to allow the installation of new monument, wall, canopy, and <br />pump signage as part of a gas station rebranding for Gulf gas station located at 4212 First <br />Street (former Shell gas station). On April 15, 2025, the City Council considered the SDR <br />application and after hearing comments and deliberating, continued the item to the May 6, <br />2025, with a request for staff to provide supplemental information. At the continued public <br />hearing, there was not City Council majority support for either approval or denial of the <br />proposed signage in its entirety. The City Council indicated support for the proposed wall and <br />pump signage, and by 5-0 vote directed the applicant to modify and reinstall the monument <br />sign within certain parameters; and directed staff to reinspect the revised monument sign, once <br />installed, for conformance with the ZA-approved height limitations and return to the City <br />Council for action on all components of the SDR application, including the canopy signage. <br /> Staff has since inspected the modified monument sign and found it to be conforming with the <br />expected parameters; staff recommends approval of the overall SDR, inclusive of the canopy <br />signage as installed. <br /> <br />RECOMMENDATION <br />Review modifications to the installed monument sign and proposed canopy, and adopt a <br />resolution upholding the Zoning Administrator’s approval of a Sign Design Review Application <br />(P24-0731) to install new monument, wall, canopy, and pump signage as part of a gas station <br />rebranding for Gulf Gas Station located at 4212 First Street with modifications to the previously <br />approved monument sign and Conditions of Approval in Attachment 1. <br /> <br />BACKGROUND <br />On January 30, 2025, the Zoning Administrator (ZA) approved a Sign Design Review (SDR) <br />application for the installation of new monument, wall, canopy, and pump signage as part of a <br />gas station rebranding for the Gulf Gas Station located at 4212 First Street. In accordance with <br />Pleasanton Municipal Code (PMC) procedures, a report of the ZA action was provided to the <br />City Council at its March 4, 2025 meeting. A Councilmember requested review of the ZA <br />decision, citing concerns with the installed canopy and monument signage, which were <br />installed prior to the formal effective date of the ZA’s approval. <br /> <br />Page 16 of 399
