1 MEMORANDUM Date: May 6, 2025 To: Mayor and City Council From: Gerry Beaudin, City Manager Ellen Clark, Director of Community Development Re: Agenda Item 18, review of the Zoning Administrator’s Approval of a Sign Design Review Application (P24-0731) to install new monument, wall, canopy, and pump signage as part of a gas station rebranding for Gulf Gas Station located at 4212 First Street On April 15, 2025, the City Council considered the above-referenced Sign Design Review (SDR) application for installation of new monument, wall, canopy, and pump signage as part of a gas station rebranding for Gulf Gas Station located at 4212 First Street. After hearing the staff presentation and opening the public hearing, including comments from the applicant, and initial questions and deliberation, the City Council continued the item to May 6, 2025, meeting, requesting staff to: •Provide additional information on the timeline for the SDR approval and subsequent actions with respect to permitting and installation of the signage •Conduct an inspection of installed signage to determine its compliance with the Zoning Administrator (ZA) approved plans •Work with the applicant to find opportunities to modify/improve the signage. This memorandum provides supplemental information with respect to the above three items. The April 15 Agenda Report is included as Attachment 2. Gulf Gas Station Sign Design Review Approval and Post-Approval Permitting Timeline The following outlines the entire timeline for project approval, and post-approval actions: •October/November 2024 – Guy Houston (Applicant), on behalf of the owners of Gulf Gas Station, makes first contact with staff for feedback on initial signage concept •December 3, 2024 – Sign Design Review application submitted •December 19, 2024 – Sign Design Review application deemed incomplete Attachment 2 Page 25 of 399
