Pleasanton Transit-Oriented Development (TOD)
at Dublin/Pleasanton BART Station
Goals & Objectives (DRAFT)
T
A.Complete Communities
Partner to ensure BART contributes to neighborhood/commercial district vitality, creating places offering a mix of
uses and incomes.
1.Create visual and physical connection between the BART station and Owens Drive, as well as
adjoining properties, and the Hacienda area in general.
2.Require active commercial uses on the ground floor at key locations, including by the new
plaza along the Iron Horse Trail as well as along Owens Drive.
3.Encourage commercial and community-serving uses that complement and leverage the BART
station and the TOD - such as convenience retail, commuter-focused amenities, childcare, and if
feasible, major commercial such as office, educational facilities, and/or hotel.
4.Provide a well-designed, high-quality plaza along the Iron Horse Trail which allows for walking
to the station and supports local events, gatherings, and adjacent businesses.
5.Provide improvements to the north side of Owens Drive, including (but not limited to) an
upgraded bikeway, sidewalk, convenient passenger and other loading areas, improved landscaping
and lighting.
B.Sustainable Communities Strategy
Lead in the delivery of the region’s land use and transportation vision to achieve quality of life, economic, and
greenhouse gas reduction goals.
1.Address the regional housing need by delivering high-quality multifamily homes accessible to
multiple transportation options for residents’ daily needs, at densities consistent with the City’s
Housing Element and BART’s TOD standards.
2.Require new TOD buildings to implement Transportation Demand Management (TDM) strategies,
with the goal of reducing vehicle miles traveled (VMT) generated by the project by 20% compared to a
comparable project in the same location without TDM strategies.
3.Incorporate green and sustainable design to minimize vehicle- and building-related greenhouse gas
emissions.
4.Integrate with the proposed Valley Link rail line to provide public transit between the San Joaquin
Valley and the Tri-Valley/greater Bay Area, reducing freeway congestion and related pollution.
C.Ridership
Increase BART ridership, particularly outside commute hours
1.Deliver uses on the site that promote BART ridership gain by optimizing residential density and
parking levels, implementing station access solutions for BART riders, and incorporating TDM
measures for TOD residents, employees and visitors.
2.Attract BART patrons from the larger Hacienda area and beyond through improved walking,
biking, and transit access to, from, and through the BART station properties.
D.Value Creation & Value Capture
Enhance the stability of BART ’s financial base by capturing the value of transit and reinvesting in the program to
achieve TOD goals.
1.Deliver a feasible development that generates long term revenue to support BART and the City by
maximizing development potential on the BART properties within the allowable site densities,
incorporating quality building design consistent with the City’s adopted objective design standards.
2.Provide a mix and intensity of uses that take advantage of proximity to the station and that support
BART’s financial base via increased ridership and ground lease rents.
ATTACHMENT 3
