Affordability
Serve households of all income levels by linking housing affordability with access to opportunity.
1.Require at least 20% of homes built on this site to be affordable to lower income households in
order to meet BART’s Affordable Housing Policy, and support BART’s 35% systemwide
affordability goal by aiming for a higher percentage of affordable units.
2.Support local workers and entrepreneurs by including Small Business Enterprises in design and
construction of the TOD.
3.Advance goals and policies laid out in the City’s Housing Element, including:
i.Encourage residential and mixed-use projects to be designed at the maximum building
height permitted (Policy 1.3)
ii.Support the development of sites designated for residential uses, particularly sites zoned
for higher density and lower- and moderate-income housing (Policy 1.4), and
iii.Encourage new housing to be located in areas well-served by public transit and the active
transportation network (Policy 6.5).
