Fleet assets scheduled for replacement within this period. The City’s 10-Year Fleet Repair and
Replacement plan scheduled the retirement of all vehicles that have reached the end of their
useful service life. The plan incorporates multiple evaluation factors, including installation year,
useful life, current condition, condition rating, and risk rating. Based on this analysis, Unit No.
232 was identified as a high-risk piece of equipment and requires immediate replacement. This
data-driven approach reinforces the need to prioritize replacement of critical vehicles and
infrastructure before failure, ensuring operational reliability and financial sustainability. Within
this forecast, the Fleet Section has prioritized units in support of addressing these challenges.

DISCUSSION
To maintain reliable service levels and remain compliant with state regulations, staff
recommends replacing Unit No. 232 with a Caterpillar 255 Compact Track Loader. This
equipment includes modern features such as a fully enclosed cab with air conditioning,
advanced safety components, and multiple work attachments (cold planer, broom, hammer,
and auger) for flexible use in varied operations.

Table 1. Cost Breakdown

Item Amount
Equipment Total Cost $ 173,932.00
15 percent Contingency $ 26,090.00
Total Not-to-Exceed $ 200,022.00

Staff seeks approval for the full purchase of this equipment, which is a direct replacement for
an aging loader critical to day-to-day operations in the field. The new equipment will improve
safety, reliability, and performance across a range of tasks and reduce the department’s
dependency on outdated, high-maintenance equipment. This action is consistent with the
City’s Equipment Replacement Plan.

The loader meets CARB Tier 4 Final emission standards and significantly reduces diesel
particulate matter and NOx emissions. The purchase will be made under Sourcewell Contract
#011723-CAT, a competitively bid cooperative purchasing agreement that ensures contract
compliance and pricing competitiveness.

An alternative to purchasing the equipment is for the City to enter a long-term rental
agreement; however that option would cost more overall.

EQUITY AND SUSTAINABILITY
This purchase supports the City’s Climate Action Plan 2.0 by replacing a Tier 1 diesel-powered
unit with a cleaner, Tier 4 Final emissions-compliant machine. The updated loader will
significantly reduce greenhouse gas emissions and air pollutants while helping the City
maintain environmental compliance with state-mandated CARB regulations.

OUTREACH
No additional outreach was conducted. The purchase aligns with the City's long-range fleet
and equipment replacement strategy and utilizes an established cooperative purchasing
Page 68 of 399
