MEMORANDUM
Date: November 17, 2025

To: Mayor and City Council

From: Gerry Beaudin, City Manager
Ellen Clark, Director of Economic and Community Development

Subject: November 18, 2025, City Council Agenda Item 11 – Receive a Report on the
BART Station Concept Plan, BART Rider Parking at Dublin-Pleasanton
Station

After a presentation from BART at the October 21, 2025, City Council meeting, staff
received questions about parking at the Dublin-Pleasanton BART Station, specifically in
light of the planned site redevelopment and BART’s policy goals around Transit-Oriented
Development (TOD). This memorandum shares background on the project site, its intent,
and the basis for the ongoing planning efforts, as well as additional context regarding
parking considerations for the site should a developer propose a housing development.

BACKGROUND
The City is undertaking a grant-funded effort, working with BART and a professional
services team, to develop a Concept Plan for the East Dublin-Pleasanton BART Station on
Owens Drive. Staff is bringing a discussion of scenarios for site development to the
November 18, 2025, City Council Meeting for the City Council’s input.

The scope of the project includes developing re-use concepts for the surface parking lots,
including high-density housing and complementary, but ancillary, commercial uses. The
impetus for redevelopment of the site comes from the 6th Cycle (and prior) Housing
Elements, which identify this location as a key opportunity site for new high-density housing.
The Concept Plan effort, along with two key related studies (Parking Management and
Station Access), is being funded by grants from the Metropolitan Transportation
Commission - Association of Bay Area Governments (MTC-ABAG).

Housing Element
The 6th Cycle Housing Element identifies the BART site for residential development, as did
the 4th and 5th Cycle Housing Elements. Specifically, Program 1.3 of the Housing Element
outlines the preparation of a Concept Plan for the BART site by the end of 2026, to plan for
housing in accordance with the densities specified in the Housing Element and State law.
