Item #12
CITY COUNCIL AGENDA REPORT

December 16, 2025
Human Resources

TITLE: ADOPT A RESOLUTION APPROVING COMPENSATION FOR TEMPORARY,
PART-TIME/SEASONAL CLASSIFICATIONS AND AMENDING THE SALARY
STRUCTURE

SUMMARY
Compensation for temporary employees is established by the City of Pleasanton and reflected
in the City’s publicly posted Temporary, Part-time/Seasonal Classification Salary Structure
(Attachment 1). Pursuant to California Labor Code Section 1182.12(c), the state minimum
wage will increase to $16.90 per hour effective January 1, 2026. Staff recommends the wage
adjustments shown in Exhibit A to comply with the state-mandated minimum wage increase
and maintain competitiveness in identified classifications.

RECOMMENDATION
Adopt a resolution approving compensation for Temporary, Part-time/Seasonal classifications
and amending the salary structure.

BACKGROUND
The City employs up to 430 temporary employees throughout the year. These positions are
typically part-time and non-benefited, with average schedules ranging from 8 to 30 hours per
week. The results
of the most recent study have prompted the recommendation before Council.

DISCUSSION
Effective January 1, 2026, California’s minimum wage will increase to $16.90 per hour.
Adjusting wages to comply with the new minimum wage is required by law. In addition, staff
conducted a review of the salary structure, which included both market comparison data and
an analysis of recent recruitment outcomes.

The review found that three classifications—Preschool Aide, Preschool Teacher, and Police
Recruit—are experiencing challenges in attracting qualified candidates and are also below
market when compared to nearby cities. These below-market salaries, coupled with
documented recruitment difficulties, support the need for targeted adjustments, as specified in
Exhibit A.

In compliance with the minimum wage increase, the starting salaries for Library Page,
Recreation Leader II, Lifeguard I, Water Safety Instructor, and Police Cadet will be adjusted
from $16.50 to $16.90 per hour. New hires in the Apprentice/Intern classification will be placed
at Step 4, which is above the minimum wage.

The proposed Temporary, Part-Time Seasonal Classification Salary Structure incorporates the
Page 254 of 373
