CityServe’s and Tri-Valley Haven’s funding allocations were
$306,071, each of which represents 50 percent of the PLHA funding, less an allowable five
percent for the City’s administrative costs (see Table B below for a summary of the allocation
to Tri-Valley Haven) for 2019-2021:

Table B. The 30-bed shelter is also
the only shelter that accepts teenage boys as part of families who are experiencing and fleeing
domestic violence. Due to structural problems and other health and safety issues with the old
shelter buildings, Tri-Valley Haven has proceeded with the plan to demolish the old buildings
and construct a new 45-bed domestic violence shelter.

Tri-Valley Haven is currently using its PLHA funding allocation to provide temporary shelter,
including motel stays and a rental single-family home, for the 30 residents who had to be
relocated while Tri-Valley Haven is working towards the full reconstruction of a new shelter.
The City of Pleasanton, as well as the Cities of Dublin and Livermore, have provided
substantial financial support for the shelter reconstruction project, also referenced as the Tri-
Valley Shiloh Rebuilding project, primarily through allocation of State and federal grant funds.
Pleasanton has to date contributed $500,000 in CDBG funds ($250,000 in FY 2023/24 and
another $250,000 in FY 2024/25). Dublin has allocated $240,205 in CDBG funds while
Livermore has allocated $1.483 million ($1.2 million in HUD Section 108 Loan + $283,846 in
local funds). A separate but related agenda item seeks City Council direction and approval for
City staff to complete a Substantial Amendment to the FY 2025/26 Annual Action Plan in order
to allocate an additional $224,630 in CDBG funds to the Tri-Valley Shiloh Rebuilding project.

While construction of the new shelter is scheduled to commence in December, the PLHA
funding that Tri-Valley Haven has been using since July 2023 for temporary shelter costs will
be completely exhausted by December 2025. The organization has requested an additional
allocation of PLHA funding to fund its temporary shelter needs for at least another twelve
months, by which time the new shelter is projected to be completely constructed and
operational.

As a returning applicant that successfully secured its CY 2019 through 2021 allocations, the
City is eligible to submit a "streamlined" application to California HCD, which does not require
a formal resolution from the City Council. Nonetheless, City procedures require City Council
authorization for the related actions to apply for, receive, and amend both the 2-Year Budget
and the existing professional services agreement with Tri-Valley Haven to use the funds.
