P24-0532, 5555 W. Las Positas Boulevard . Planning Commission
4 of 14
Fire Department would review and inspect the proposed East Wing addition for emergency
access. The City of Pleasanton would review and inspect the non-building elements of the
project, such as the site development’s grading, landscape and irrigation design, and parking
lot design.

PROJECT DESCRIPTION
The Proposed Building and Site Improvements
The project proposes an approximately 66,000 square-foot three-story hospital addition with a
maximum addition of a 24-bed nursing unit on the second floor referred to as the “East Wing
addition” (See Figure 2: Site Plan).

The building's exterior will feature a blend of brick, accent brick, exposed concrete columns,
metal panels, and low-emissivity glazing, harmonizing with the existing hospital and medical
office structures. Key architectural elements include a new metal canopy extending from the
Emergency Department entrance to the main hospital entrance, a stair tower at the north end
to define the building's massing, and a separate metal canopy sheltering five ambulance bays.

Other related aspects of the project include:

• Installation of emergency water and wastewater storage tanks
• Rooftop mechanical penthouse and rooftop equipment screening
• Partially reconfiguring the existing campus loop with corresponding pathway
connectivity (e.g. sidewalks)
• Provide a temporary ambulance canopy & parking area to support hospital operations
during construction.

The proposed project’s emergency water and wastewater storage tanks are required by the
State of California. The storage tanks include one approximately 3,308 square-foot portable
water storage tank located above grade within an enclosure, and three below-grade
wastewater storage/holding tanks ranging in size from 10,000 to 50,000 gallons. Additionally,
and as mentioned above, the project proposes site improvements consisting of adding new
landscape areas (approximately 29,414 square feet), sidewalks, and circulation improvements,
including reorientation of the campus loop, and modifying parking lot G (adjacent to the East
Wing).

The East Wing addition also proposes a two-phase approach with respect to the occupancy of
the new space, tied to the availability of replacement parking. Phase 1 consists of the
occupation and operation of floors one and three, with concurrent completion of the on-site
improvements as noted above. During Phase 1, the second floor (including the up to 24-bed
nursing unit) will be constructed as a shell space. Phase 2 involves the build-out of the second-
floor shelled space, at which point the project must provide 31 parking spaces prior to
operation (see the analysis section of this report for more details on parking).
