P24-0532, 5555 W. Las Positas Boulevard . Planning Commission
3 of 14
General Plan, Zoning, and PUD Development Plan
The subject site is designated by the Land Use Element of the Pleasanton General Plan for
“Other Public and Institutional.” The proposed project is located in the Stanford Health Care
(SHC) Tri-Valley Hospital medical center, originally known as Valley Memorial Hospital. The
site is zoned Planned Unit Development – Public & Institutional (PUD-P-I). It is subject to the
conditions of approval of PUD-86-11 adopted by the City Council under Ordinance No. 1275
(adopted on October 28, 1986).

Per Ordinance No. 1275, an overall Master Site Plan was approved for an approximately
488,000 square-foot medical center complex; the ordinance granted design approval for the
Phase 1 building only, with four development phases anticipated. Although not necessarily
precisely aligned to the phasing in the original approval, the site has seen progressive
construction over time, including construction of the main hospital building totaling
approximately 185,500 square feet, an emergency helipad, two medical office buildings
totaling approximately 90,000 square feet, and an approximately 6,825 square-foot central
utility plant.

Table 1, below, provides a summary of the existing and proposed facilities and their
conformance to the project’s allowable square-footage capacity. With the development of the
proposed project (an additional approximately 66,000 square feet of net building area), another
approximately 139,675 square feet of building expansion would remain available.

Table 1: Allowable Square-footage Capacity
Building Existing
Floor Area
(SF)
Net Change
(SF)
Future Floor Area
(SF)
5565 MOB1 45,000 45,000
5575 MOB 45,000 45,000
Main Hospital + West Wing 174,000 174,000
ASSB2 (Lab + Pharmacy) 11,500 11,500
Central Utility Plant (CUP) 6,825 6,825
Proposed East Wing 66,000 66,000
Future Buildings/Additional
Allowable Area
139,675
Total 282,325 66,000 488,000

Per PUD-86-11-1M, each subsequent phase requires Design Review approval by the Planning
Commission. The Design Review application is now before the Planning Commission for
consideration, which is the final body reviewing the proposed building expansion unless the
approval is appealed.

Staff notes that the regulatory environment for hospitals is different than most other types of
development, with respect to issuance of building permits. Because the East Wing addition is
part of a full-service hospital, the California Office of Statewide Health Planning and
Development (OSHPD) would review the building permit. OSHPD would also be the agency
involved in inspecting the proposed construction as it proceeds.
