P24-0532, 5555 W. Las Positas Boulevard . Planning Commission
9 of 14
spaces at the exterior of the East Wing addition and an enclosed space to accommodate eight
(8) bicycle parking spaces.

The proposed project conforms to the vehicle and bicycle parking standards per the PUD
development plan and CAP 2.0.

Building Architecture/Design
As described, the proposed project includes the construction of a new three -story addition to
the existing hospital building and addition of a new 5-vehicle ambulance bay with canopy at the
building’s north end. Figure 5 provides an overall rendering of the new wing; Figure 6 provides
an image of the building elevation; Figure 7 provides a cross-section; and Figure 8 illustrates
the proposed building materials.

As shown, the addition will align with the established architectural style of the existing hospital
campus. Its exterior will feature a mix of materials, including brick, accent brick, exposed
concrete columns, metal panels, and glazing, in harmony with the current h ospital and medical
office structures. A stair tower positioned at the building’s north end will serve as a vertical
design element to enhance the structure's massing. Low-E glass will be used for the exterior
windows. A new metal canopy will be installed at the passenger drop-off and Emergency
Department entrance, extending toward the existing arcade breezeway to offer sheltered
access from the Emergency Department to the hospital’s main entrance

The proposed building will be approximately 50 feet in height to the top of the parapet, with
consistent floor-to-floor heights of approximately 15 feet 4 inches on each of the first three
levels. A roof-mounted mechanical penthouse (approximately 2,347 square feet in area) will
increase the total height of the building to approximately 59 feet 10 inches (Figures 6 & 7). In
addition to the mechanical penthouse, other rooftop equipment will be screened with metal
panels to match the existing mechanical screened enclosures. The maximum height shown on
the original Development Plan is approximately 78 feet 6 inches. The proposed East Wing
addition conforms to the Development Plan with a proposed maximum height of approximately
59 feet 10 inches.3 The overall master plan shall substantially conform to the uses, plans, and
elevations on file with the Planning Department. The height noted in the report is the tallest
height shown on the Phase 1 plans.

3 The PUD approvals state that “the overall master plan shall substantially conform to the uses, plans, and elevations on file
with the Planning Department.” In the absence of a more precise standard, staff interprets this as allowing for buildings up to
the height of the tallest building shown in the Phase 1 plans, which is 78’-6”.
