P24-0532, 5555 W. Las Positas Boulevard . Planning Commission
8 of 14
generation would not cause any new impacts or cause unacceptable operating conditions at
nearby intersections.

Parking
The applicable parking standards for the project were established as part of the original project
PUD Master Plan approvals, as follows:

• For hospitals providing sleeping accommodations: 1.79 parking spaces per bed.

With a proposed count of 24 nursing unit beds, 43 parking spaces are required per the
standard above. Table 2 summarizes and compares the project’s required and proposed
parking. Note the proposed expansion does not add a new medical office area, with the
proposed first and third floor uses instead providing supportive functions to the 24 -bed nursing
unit.

Table 2: Overall Parking Inventory w/ Existing & Proposed
Parking
Spaces
Total On-Site
Existing Parking
Spaces
989
Existing Parking
Spaces Demand
Requirement
(Hospital & Medical
Office Buildings)
613
Total Parking
Requirement
(Existing & East
Wing Addition)
656
Surplus Parking
On-Site
333

Based on Table 2 above, the proposed project (generally referred to as Phase I) will be
sufficiently parked, including during the observed periods of peak occupancy.

Staff notes, as part of the required traffic study for Phase 2 of the project, consisting of the
conversion of the existing second floor into a 24-bed nursing unit, require an additional 31 on-
site parking spaces to be provided prior to occupancy of the second floor. Phase 2 would not
require any additional Planning review because all improvements for conversion would be
entirely within the building. Accordingly, staff is recommending a condition of approval with this
East Wing addition requiring the applicant to install the required 31 on-site parking spaces prior
to occupancy of Phase 2.

Per the Climate Action Plan 2.0 (CAP 2.0), two short-term bicycle parking spaces (e.g., bicycle
racks) for each 9,000 square feet of gross-floor area (minimum of two spaces); and one long-
term bicycle parking space (i.e., bicycle locker, enclosed storage, or racks within building) for
each 9,000 square feet of gross-floor area. The project proposes eighteen (18) bicycle parking
