P24-0532, 5555 W. Las Positas Boulevard . Planning Commission
13 of 14
Helipad
The proposed project does not modify the helipad west of the Central Utility Plant. The
proposed East Wing expansion will not interfere with the current flight patterns. The use of the
helipad is conditioned per PUD-86-11, which limits its use to emergency situations and states
that no regularly scheduled uses of the facility will be permitted.

Climate Action Plan 2.0 (CAP 2.0)
In 2022, the City adopted the Climate Action Plan 2.0 (CAP 2.0). Staff analyzed how the
project is consistent with or implements the applicable measures outlined in the CAP 2.0. As a
non-residential project located near Arroyo Mocho Trail and a bus line, the project is consistent
with Transportation & Land Use Strategy 2 and 3 of the CAP 2.0: to reduce vehicle miles
traveled (VMT) by incorporating parking spaces designated for carpool and car-share, and
integrating accessible infrastructure that accommodates multiple modes of transportation. The
project will include bicycle racks and storage areas along the new addition and provide EV
charging parking spaces.

ALTERNATIVES
As outlined in the above analysis, staff believes the project, as proposed and conditioned,
would be compatible with the other uses in the vicinity and not create adverse impacts, and
recommends the Planning Commission approve the project. However, alternativ es to the
proposal that the Planning Commission could consider include:

1. Deny the project; or
2. Approve the proposal with modifications to the site layout and building design.

DESIGN REVIEW CRITERIA
Pleasanton Municipal Code Section 18.20 sets forth Design Review Criteria. These criteria are
outlined in the draft Resolution included as Exhibit A and include preservation of natural
beauty, relationship of the proposed buildings with the streetscape and surroundings, and
compatibility of architecture, among other criteria. As described in Exhibit A and based on the
information and analysis provided in this Agenda Report, staff recommends that the
Commission make the required findings to approve the project.

PUBLIC NOTICE
Notice of this application was sent to surrounding property owners and tenants within a 1,000-
foot radius of the subject parcel and published in the newspaper. At the time this report was
published, staff had not received any public comments.

ENVIRONMENTAL ASSESSMENT
An Initial Study/Negative Declaration (IS/ND) for Valley Memorial Hospital was adopted by the
City Council for PUD-86-11 which included a rezoning from Public and Institutional to Planned
Unit Development-Public and Institutional District and development plan approval for an
approximately 488,000-square-foot medical center complex and related facilities to be
constructed in four phases, located on an approximately 27.7 acre site, located at the
northwest corner of the intersection of Santa Rita Road and West Las Positas Boulevard (“the
Project). Stanford Health Care Tri-Valley completed its affiliation with the ValleyCare Health
system in 2014. The proposed addition of approximately 66,000 square feet is within the scope
of the IS/ND, which results in a total square footage of approximately 348,425 square feet
