P24-0532, 5555 W. Las Positas Boulevard . Planning Commission
14 of 14
(282,325 square feet (existing) + 66,000 square feet (addition)), which is 139,675 square feet
less than the 488,000 square feet originally approved in the PUD Master Site Plan. The
reconfiguration of the internal campus loop drive and the addition of water and waste water
storage tanks and other site improvements are related facilities within the scope of the
previously approved IS/ND. The City is not required to prepare a subsequent EIR or
subsequent ND unless: 1) there are substantial changes to the project; 2) there are substantial
changes in the project’s circumstances or 3) new information that could not have been known
at the time the ND was adopted becomes available and such changes or new information
require major revisions to the previous ND due to new significant effects or a substantial
increase in the severity of previously identified significant effects(Public Resources Code
Section 21166; Guidelines Section 15162). There are no substantial changes to the project or
the circumstances under which the project is being undertaken that involve new significant
environmental effects or substantially increase the severity of previously identified impacts.
The proposed project is within the scope of the square footage and nature of facilities analyzed
in the IS/ND and approved under PUD-86-11. Furthermore, there is no new information of
substantial importance that was unknown at the time the City Council adopted the IS/ND
regarding the project or its effects. Therefore, no new environmental document is required.

SUMMARY/CONCLUSION
Staff has reviewed the project proposal and finds it consistent with the applicable PUD
development plan and City regulations. The building design is considered attractive, and the
architectural style, finish colors, and materials will complement the surrounding development
and conform to the Master Plan, as specified in PUD-86-11 and the Design Review
requirements.

Primary Author: Diego Mora, Associate Planner, 925-931-5618 or dmora@cityofpleasantonca.gov.

Reviewed/Approved By:
Eric Luchini, Senior Planner
Melinda Denis, Planning and Permit Center Manager/Deputy Director of Community Development
Ellen Clark, Director of Community Development
Kim Cilley, Assistant City Attorney
