P25-0227, 1061 Serpentine Lane, Suite G Planning Commission
8 of 11
ANALYSIS
Conditional uses are those uses that, by their nature, require special consideration so they
may be located properly with respect to the objectives of the PMC and their potential effects on
surrounding properties. To achieve these purposes, the Planning Commission is empowered
to approve, conditionally approve, or deny applications for CUPs.

General Plan Consistency
The subject site is designated by the Land Use Element of the Pleasanton General Plan as
General and Limited Industrial, which allows a variety of industrial, commercial, and office uses
consistent with the Zoning Ordinance. The proposed use, which is classified as an education-
based ceramics studio (art school), is consistent with this land use designation as it would
provide a ceramics studio to serve residents of Pleasanton and its market area.

Staff concludes the proposed use would also be consistent with the General Plan Land Use
Policies and Programs listed below, since the use would: (1) introduce more activity to the
subject site with a new education-based ceramics studio (art school); and (2) introduce a new
an education-based ceramics studio (art school) into the project area where other similar
education-based commercial uses operate.

Sustainability

Program 2.2: Encourage the reuse of vacant and underutilized parcels and buildings
within existing urban areas.

Industrial, Commercial, and Office

Policy 13: Ensure that neighborhood, community, and regional commercial centers
provide goods and services needed by residents and businesses of
Pleasanton and its market area.

Land Use and Zoning
The subject site has a General Plan designation of General and Limited Industrial and is zoned
Planned Unit Development – Industrial (PUD-I) District. The current PUD zoning for Valley
Business Park permits a variety of industrial, commercial, and office uses, and requires CUP
approval for certain uses, such as the proposed education-based uses. Therefore, if the CUP
were granted, the proposed ceramics studio would be consistent with the applicable land use
regulations.

One of the primary concerns in reviewing a CUP application is the effect of a proposed use on
surrounding uses. The proposed use would be located within an existing multi -tenant building
where the current tenants include engineering and construction offices, an importer/exporter's
office, a testing lab, a high-performance wheel company, and a janitorial supply company. The
adjacent buildings and parcels are occupied by similar uses. The nearest residential uses are
located approximately 180 feet to the west.

The proposed use is similar to other education-based commercial uses and can be compared
to several of the existing music and/or performing arts schools, tutoring facilities, and personal
recreation/fitness-based uses within the Valley Business Park in terms of parking and noise
impacts. To be sensitive to the other tenants within the subject building and to ensure the
