Resolution No. PC-2025-13
Page Two

Section 3: Findings for Conditional Use Permit Approval
With respect to the approval of P25-0227, the Planning Commission makes the following
findings as required by Section 18.124.070 of the Pleasanton Municipal Code:

A. That the proposed location of the conditional use is in accordance with the
objectives of the zoning ordinance and the purpose of the district in which the
site is located.

Some of the objectives of the zoning ordinance are to: foster a harmonious, convenient,
workable relationship among land uses, protect existing land uses from inharmonious
influences and harmful intrusions, and to ensure that public and private lands ultimately
are used for the purposes which are most appropriate and beneficial to the City as a
whole. The subject site is regulated by Ordinance No. 928 and PUD-80-01-15M to
conditionally permit an education-based ceramics studio (art school). The subject site is
zoned PUD-I (Planned Unit Development-Industrial) District, which permits or
conditionally permits a wide range of uses. An education-based ceramics studio (art
school) is conditionally permitted at this location with the approval of a CUP. The
proposed use is similar to other education-based commercial uses and can be
compared to several of the existing music and/or performing arts schools, tutoring
facilities, and personal recreation/fitness-based uses within the Business Park in terms
of parking and noise impacts.

To be sensitive to the other tenants within the subject building and to ensure the
proposed use would have minimal impact in terms of parking and circulation, the
proposed use includes some operating hours after the normal business hours (8 a.m. to
5 p.m.) of most other uses during the week, as well as on weekends, and is also
proposing staggered lesson times so not all students would arrive and depart at the
same time and a maximum of 30 persons would be on-site at any one time. The
proposed use would not result in a substantial change in ambient noise levels on
sensitive receptors in the area due to the existing traffic and train noise generated in the
area by the nearby Valley Avenue, Stanley Boulevard, and Union Pacific Railroad
tracks. Moreover, all proposed activities would occur inside the subject building, and
any noise generated from these activities will be consistent with the activities and the
associated noise levels generated by the other surrounding commercial, office,
education, religious, light industrial, etc., within the Business Park. The proposed use
would be subject to conditions of approval, such as keeping windows and doors closed
to the extent possible when not being used for ingress/egress , and also to encourage
patrons not to loiter on-site after operating hours. The proposed use is also conditioned
to comply with the City’s noise regulations. Accordingly, noise from the proposed use
would not significantly impact areas/uses located adjacent to or near the subject site.
Therefore, as conditioned, the proposed education-based ceramics studio (art school)
would be consistent with the applicable land use regulations, and the Planning
Commission believes this location is suitable for the proposed use to operate without
any adverse impacts to the existing surrounding uses. The applicant will also be
