Amendment to Tract 8724, 0 Vineyard Avenue Planning Commission
Page 2 of 11

Based on neighborhood feedback, the applicant pursued a General Plan Amendment to allow
for a split-park design. This amendment was reviewed by the Planning Commission on
January 22, 2025, and approved by the City Council on February 18, 2025. The amendments
included recommended language from the Planning Commission to specify the minimum size
of the open space fronting Vineyard Avenue to be approximately 1.8 acres (60% of the
required 3-acres). On March 12, 2025, the applicant submitted a minor modification to the
Housing Site Compliance Review approval. Per the Objective Design Standards, the
Community and Economic Development Director may approve a minor revision or change to
Housing Site Compliance Review approval if it is in compliance with applicable objective
design standards and related environmental mitigation measures. The Community and
Economic Development Director approved the proposed modifications to the Housing Site
Compliance Review approval, finding it consistent with the applicable standards, including the
amended General Plan policy. Per the PMC, however, the Planning Commission must approve
amendments to the approved Vesting Tentative Map.

The applicant is now seeking approval of proposed amendments to the Vesting Tentative Map,
which splits the required approximately 3-acre park/open space into an approximately 0.65-
acre park lot at the rear of the site and an approximately 2.35-acre lot containing a vineyard
and bioretention areas. The 27 residential lots and internal streets are provided in a similar
configuration to the original Vesting Tentative Map, but are shifted to the south of the site.

A Vesting Tentative Map confers a vested right to proceed with a development in substantial
compliance with the ordinances, policies, and standards in effect at the time an application for
the map is deemed complete. Vesting tentative maps are reviewed in the same manner as
regular tentative maps, and the Planning Commission is authorized to approve, conditionally
approve, or disapprove vesting tentative maps (unless appealed or taken up for review by the
City Council). Staff has found the Vesting Tentative Map for the project application to be
complete and is forwarding it to the Planning Commission for its review.

General Plan and Zoning
The subject site has a General Plan land use designation of Community Facilities -Elementary
School; it was designated with a Housing Element Site Overlay (HESO) as part of the 6th
Cycle Housing Element and is referred to as Area 27 in the Housing Element.
