P25-0244/4501 Pleasanton Avenue Planning Commission
4 of 5
Figure 2: Futsal Court Layout

STAFF REVIEW/ANALYSIS
Conditional uses are those uses which, by their nature, require special consideration so they
may be located properly with respect to the objectives of the PMC and their effects on
surrounding properties. In order to achieve these purposes, the Planning Commission is
empowered to approve, conditionally approve, or deny applications for CUPs.
Land Use and Zoning
The Land Use Element of the General Plan designates the subject property as “Public and
Institutional.” The proposed recreational use is located at the Alameda County Fairgrounds
and would be consistent with the goals, programs and policies of the General Plan Community
Character Element.

The zoning district for this site is Public and Institutional. The proposed use would be located
within the Fairgrounds. There are existing recreational uses at the Fairgrounds, such as the
annual Fair, Scottish Games, off-track betting, golf course, etc. The proposed use would be a
similar recreational use. Thus, with the established land use between the City and County, if
the requested CUP is approved, the proposed Futsal facility would be consistent with the
zoning district.

Proposed Operations
The proposed hours of operation are consistent with the existing activities at the Fairgrounds.
The location of the proposed facility is away from the existing residential neighborhoods on
Rose Avenue, and with easy access to and from Gate 12 and Valley Avenue. Though on -site
lights, generators, and a public announcement system would be used during operations, given
the distance from residential neighbors, the noise impacts would be minimal.
