P25-0244/4501 Pleasanton Avenue Planning Commission 3 of 5 PROPOSAL The BUSC outdoor Futsal facility would lease approximately 52,500 square feet of land from the Fairgrounds for its operation. The leased area would be located to the east of the off-track betting building, on the south side of Route 12. Access to the BUSC facility would be directly from Gate 12 of the Fairgrounds, from Valley Avenue. Please see Figure 1 for the lease area location and uses. Parking and Access Access to the BUSC Futsal facility would be from Gate 12 of the Fairgrounds. A parking area located between the BUSC facility and the off-track betting building would accommodate parking. Additional parking is available to the immediate south to meet the parking demands during tournament times. Programs and Schedules The proposed operation would be Sunday through Saturday from 8 a.m. to 11 p.m., with the facility closed during the Alameda County Fair in June/July and Scottish Games on Labor Day weekend. Please see Table 1 for the program schedules and maximum number of players for each program. BUSC offers the following programs: • Little Kickers - 2- to 4-year-olds and their parents • Corporate lunch leagues - For employers to provide employee benefits • Youth Futsal training and playing leagues - For boys and girls in the tri-valley area • Adult leagues - BUSC has over 22 adult teams playing Sunday soccer on the grass fields in town. It is expected the adult league will use the facility from 7-11 p.m. • Tournaments – BUSC is proposing to host three to six tournaments throughout the year. These events will bring in large participation from outside the tri-valley. Table 1: Program Schedule Outdoor Futsal Facility Three Futsal courts will be set up, each dimensioned approximately 70 feet by 110 feet. Each court will be equipped with a storage box, a portable generator, and benches for players. A paneled, approximately 7-foot-tall, triple wire mesh fence will be set up at the perimeter of the lease area as well as inside the lease area to divide the courts. The fence will be secured to the pavement. Portable lights would be set up for night activities, powered by the portable generators at each court. Please see Figure 2 for the Futsal Court Layout.
