Resolution No. PC-2025-15

includes three new artificial turf fields, lighting and portable generators, and will use the
remaining crushed gravel area for parking, involves minor alterations of an existing
public facility involving negligible expansion of existing use (15301). The Project is also
considered new construction of small facilities (15303). Likewise, it consists of minor
alterations in the condition of land which do not involve the removal of healthy, mature
scenic trees and has negligible or no permanent effects on the e nvironment (15304).

Section 3. The Planning Commission finds that the Project conforms to all applicable
objective standards of the Pleasanton Municipal Code (PMC), zoning ordinance and
other adopted standards.

Section 4. With respect to the CUP, the Planning Commission also finds that the
Project was reviewed pursuant to the following findings set forth in Section 18.124.070
of the PMC:

A. That the proposed location of the conditional use is in accordance with the
objectives of the zoning ordinance and the purpose of the district in which
the site is located.

One of the primary concerns in reviewing a CUP application is the effect of the
proposed use on surrounding uses. The Land Use Element of the General Plan
designates the subject property as “Public Institutional.” The zoning for the
project site is P (Public & Institutional) District. Additionally, there is a land use
agreement between the County and City regulating review protocol on uses
taking place at Fairgrounds.

Based on the Goal and Program in the Community Character Element of the
2005-2025 General Plan, and the land use agreement, the proposed use
would provide opportunities for families and individual community members
through activities and special events and bring members of the community into
contact with one another. In addition, the proposed use would bring communities
from a broader region together. Thus, the Planning Commission finds that this
finding can be made.

B. That the proposed location of the conditional use and the conditions under
which it would be operated or maintained will not be detrimental to the public
health, safety, or welfare, or materially injurious to the properties or
improvements in the vicinity.

The proposed hours of operation are consistent with the existing activities at the
Fairgrounds. The location of the proposed facility is away from the existing
residential neighborhoods on Rose Avenue, and with easy access to and from
Gate 12 and Valley Avenue. Though on-site lights, generators, and a public
announcement system would be used during operations, given the distance from
residential neighbors, the noise impacts would be minimal. The proposal includes
hosting league tournaments, which may attract high attendance and higher
