P22-0902/11991 Dublin Canyon Road Planning Commission
6 of 6
Geotechnical Investigation
A Geotechnical report was prepared in May 2008 by Engeo, Inc. for the proposed project. The
report stated the project site is located within the State of California Earthquake Fault Zone for
the Calaveras Fault. Two fault traces were shown crossing the site. The Engeo report
reviewed the proposed building and recommended two building setback zones be established:
an approximately 50-foot-wide setback zone from the east property line, and an approximately
25-foot-wide zone from the west property line. Engeo, Inc. prepared an updated report in 2022,
which was peer reviewed by the City’s on-call geotechnical consultant. The report concluded
the site is suitable for the proposed development with specific recommendations pertaining to
earthwork, building pad preparation, site clearing, soil mitigation, and drainage. City
Engineering staff reviewed the consultant’s report and concurred with its findings.

PUBLIC NOTICE / PUBLIC COMMENT
As required by CEQA Guidelines, a Notice of Intent (NOI) to adopt an IM/NMD was posted on
the City website for public comments for a period of no less than 20 days (from May 27 to June
16, 2025). Notice was also sent to public agencies, interested parties, the Alameda County
Clerk, and the surrounding property owners and tenants within a 1,000-foot radius of the site.
Please see responses from Caltrans in Exhibit D. In addition, a public hearing notice was sent
to the surrounding property owners and tenants within a 1,000-foot radius of the site. At the
time of this report preparation, staff received no responses.

ENVIRONMENTAL ASSESSMENT
Pursuant to CEQA Guidelines Section 15063, an IS/MND for Hana Japan Restaurant Project
was prepared by Raney Planning & Management, Inc. in May 2025. The IS/MND focused on
the areas of Biological Resources, Geology and Soils, Hydrology and Water Quality, Cultural
Resources, and Tribal Cultural Resources. As illustrated by the IS/MND, the proposed project
is consistent with the General Plan and the underlying zoning requirements. The project would
not have a significant effect on the environment, as mitigation measures have either been
made as part of the project or are required by the applicant to implement. Please refer to
Attachments 1 and 2 to Exhibit A for IS/MND and Mitigation Monitoring and Reporting Program
(MMRP), respectively.

CONCLUSION
Based on the characteristics of the proposed use, and its location, the subject proposal is
consistent with the applicable PMC regulations and findings for approval of the design review
can be made. With the recommendation from the geotechnical consultant and the required
environmental MMRP in place, the proposed project would have minimal impacts on the
environment and the surrounding area. The new building design would bring a new
perspective to the streetscape and is appropriate for the surrounding project area. The
proposed project, as conditioned, would be consistent with the General Plan policies and
programs, conform to the underlying zoning requirements, be compatible with the surrounding
businesses, and would not detrimentally affect the surrounding uses. Conditions of approval
have been included in Attachment 1 to Exhibit B which would ensure the safety and general
welfare of the surrounding area, and the City in general, is maintained.

Prepared By: Jenny Soo, Associate Planner; jsoo@cityofpleasantonca.gov
Reviewed/Approved By:
Melinda Denis, Planning and Permit Center Manager/Deputy Director of Community and Economic Development
Kim Cilley, Assistant City Attorney
