P22-0902/11991 Dublin Canyon Road Planning Commission
5 of 6
Traffic Improvements
The City’s Traffic Engineer has reviewed the proposed use and determined that no traffic study
is required for this proposal. The intersections of Foothill Road/Dublin Canyon Road and
Foothill Road/I-580 interchange have been improved to accommodate the increase in trips
generated by the proposed project. Although there are no required roadway improvements, the
project will be required to pay for the local and regional traffic impact fees. Staff included a
condition of approval to address this item. Please refer to Attachment 1 to Exhibit B.

Access and Parking
The entrance to the site is from an existing driveway on Dublin Canyon Road that would be
modified to increase the width to approximately 25 feet. This driveway would extend to the
adjoining property, also owned by the applicant, located to the immediate south to provide a
turnaround area for emergency vehicles.

The PMC Section 18.88.030.C.8 requires one parking space for each three seats, or each 200
square feet of gross-floor area, whichever is greater, for restaurant uses. The proposed floor
plan shows 136 seats, and based on the PMC parking formula, 45 parking spaces are
required, and the proposal shows 43 parking spaces. The applicant stated they would allow
restaurant employees to park on the adjacent residential site as they own both properties,
which would leave as much parking as possible for the restaurant patrons. While the good
intention is recognized, the PMC does not allow parking for commercial use on residential
properties. Staff and the applicant agreed the floor plan will be adjusted so the number of seats
at the restaurant would not exceed the number of parking spaces provided on site. Staff
included a condition of approval to address this item. Please refer to Attachment 1 to Exhibit B

Building Design
As the site is near one of the city’s gateways, the design of the building enhances the
appearance of the street corner and complements the surrounding area. As shown in the
architectural plans, the building would be in a linear fashion, with full-length windows, and
capped with a stucco fascia in a neutral color. The arched entryway with rounded columns is
the focal element of the building. The clearstory element above the entryway emphasizes the
central focal point. In addition, the roof design effectively uses the roof well feature to “hide”
mechanical equipment. Overall, the design effectively utilizes the various materials and color
scheme, giving the building a simple but solid appearance at a highly visible location. Staff
finds the building's design effectively utilizes the various materials and color schemes, giving
the building a simple but solid appearance. Please refer to Exhibit C, Project Plans.

Grading and Drainage
Due to the sloped site, it is estimated that approximately 23,350 cubic yards of dirt would be
excavated to construct the proposed development, primarily for the parking lot. The southern
wall of the proposed restaurant building is largely a retaining wall. In addition, a retaining wall,
varying in height from approximately 0 to 6 feet, would be constructed facing Dublin Canyon
Road. This retaining wall would be separated from the roadway by an approximately 6-foot-
wide landscape strip and an approximately 6-foot-wide sidewalk. Additionally, terraced
retaining walls are proposed near the restaurant building, with a maximum height of
approximately 3 feet. City Engineering staff reviewed the proposed grading and drainage plans
and found them to be acceptable.
