As stated in the written narrative,
BUSC’s mission is to support the community and teach life lessons through the great sport of
soccer and now Futsal. As proposed, BUSC would offer programs to children, youth and
adults. BUSC has signed a 5-year lease agreement with Alameda County Fairgrounds
(Fairgrounds) to use an area east of the off-track betting building to set up three outdoor Futsal
courts. BUSC proposes to operate its programs from 8 a.m. to 11 p.m. Sunday through
Saturday, except for a 35-day period during the Alameda County Fair in June/July and the
Scottish Games on Labor Day Weekend. Staff is supportive of the proposed use and finds, as
conditioned, the proposed outdoor Futsal courts operated by BUSC are exempt from CEQA
and would be consistent with the intent of the General Plan and objectives of the zoning
district.
