P25-0244/4501 Pleasanton Avenue Planning Commission
2 of 5

BACKGROUND
The Fairgrounds is located in the City of Pleasanton (City) but is owned by the County of
Alameda (County). The Alameda County Agricultural Fair Association acts as the County’s
agent to hold annual and interim events and activities. On September 10, 1997, an agreement
titled Land Use Agreement for the Alameda County Fairgrounds (Agreement) was established
between the County and the City regarding the land use protocols relating to uses taking place
at the Fairgrounds. The Agreement authorizes the County to continue to review and act on land
uses that have historically taken place at the Fairgrounds, such as the Alameda County Fair,
stables/horse racing training facilities, outdoor amphitheater and grandstands, exhibition halls,
etc. New public or private uses at the Fairgrounds are required to obtain approvals from the
City. The City has the right to conduct an independent review of a new use proposed at the
Fairgrounds. However, the County will issue building permits, if required, followed by
inspections. A copy of the Agreement is attached as Exhibit C.

The proposed BUSC operation at the Fairgrounds is a new private use; hence, based on the
Agreement, it is subject to the City's review and approval. The proposed BUSC Futsal facility is
to operate an outdoor recreation program that includes Futsal training, matches, and
tournaments. Staff finds it necessary to process as a CUP and investigate issues and concerns,
if any, related to the operation in order to minimize impact. Section §18.124 of the Pleasanton
Municipal Code (PMC) requires the Planning Commission’s review and approval of a CUP.

SITE AND AREA DESCRIPTION
The Fairgrounds, annexed in the City in 1958, is located on the northeast corner of Bernal
Avenue and Valley Avenue, occupying an area of approximately 257 acres. The site is
relatively flat. It has a horse racing track and exhibit halls on the east side, an off -track betting
facility and driving range on the west side, a trailer park on the north, and parking lots on the
south. The Fairgrounds borders Valley Avenue/office and retail uses on the west, Bernal
Avenue/retail/residential/City park on the south, Rose Avenue/residential uses on the north,
and Pleasanton Avenue/ACE Train and parking on the east.

Figure 1: BUSC lease area location and uses
