Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

22

c. Non-residential uses
Based on market assessment, this development would
potentially be primarily residential, with complementary
ground floor active uses in some of the buildings.
Active uses could include local-serving retail or
services, educational facilities, community space or
public facility such as a library, flex space, and/or
medical offices. 6,000-7,000 SF of retail is currently
shown in the test fits on Sites 2 and 3. While the
location of this commercial space can be flexible, it
should be used to activate the new plaza around the
Iron Horse trail first and secondarily the Owens Drive
frontage.

Another scenario laid out in the market assessment is a
phased strategy that allows for the possibility of
developing one of the sites with a commercial or
institutional use at a later stage in the market cycle.
The non-residential building could be an educational
facility or part of a mixed-use office, or there could be
support for a hotel, depending on how market
conditions evolve.

While reserving a whole site for non-residential use might lead to a substantial drop in the
amount of housing the site could deliver, it may be possible to instead provide just one whole
floor of non-residential use on a single site. For instance, in Site 2, this would yield
approximately 35,000 square feet of non-residential use at the ground floor with a loss of only
25 units.

Site 3

Site 2
Site 2
