Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

23

6. Phasing

The phasing for development on the Pleasanton BART station property is somewhat flexible as
there are multiple potential areas which could be defined as individual phases of development.
There are a few strategies which inform the final phasing.

Considerations:
1. Whether any BART rider parking is maintained on the site and the location of the parking
may impact the phasing. If BART rider parking is to be provided, the funding for that may
take extended time, thus that location/site may need to go later in the phasing to allow time
to secure funding. However, any new BART rider parking would need to be built prior to the
final phase of development, since per BART policy, the overall parking number on site may
not dip below the final parking number.
2. If BART rider parking is located on Site 1 and built in the initial phase, it would free up the
remaining property for development, including Site 2 which fronts the station.
3. The largest eastern Site (3/4) is large enough to be a single development or multiple
developments.
4. If Sites 1 and 2 are developed first as a combined development (with or without BART rider
parking), it would make an immediate positive impact on the user experience for BART
patrons by implementing the new circulation, accessible drop-offs, and Owens Drive
frontage improvements. Developing Sites 2 and 3 first would similarly result in an immediate
positive impact with the new plaza and drop-offs along Owens Drive.

Applying these considerations to the test fits and phasing strategies, three fundamental
scenarios have been developed:
