Pleasanton BART October 9, 2025
Site Re-Use Options Memorandum

26

v. Summary of Phasing Scenarios

7. Conclusion and Next Steps

This memo presents a variety of likely scenarios for future development on this site by
identifying conceptual development sites, circulation frameworks, public and private open
spaces, BART station access, vehicular and bicycle parking, as well as improvements to the
Owens Drive street frontage. It provides the City and BART with a toolkit of building types for
each of the sites. These do not aim to be prescriptive – rather, they allow for mixing and
matching based on the below considerations:

• Program: While the development is likely to be primarily residential, the size and type of
non-residential uses is yet to be determined. Related parking and access requirements
will need to be determined in the future.
• Replacement BART rider parking: This number will be determined as the result of a
future parking study. This parking study will evaluate the amount of parking needed
given the parking resources on both sides of the station and other factors. The
development framework that will result from this planning effort will be flexible to allow a
range of parking.
• Vehicle access alternatives: A turnaround option and a loop option are shown. While
each has pros and cons, the ultimately viable option will be the one that best supports
creating a station area that is both inviting and efficient for all users and development
program.
• Bicycle circulation alternatives: Two approaches were studied and the option best
suited for this site will be determined by City staff in the future.
• Holding capacities and building types: This memo explores two likely alternatives for
this. The building types and final number of units will be determined once a developer
team is selected for this site.
