Pleasanton BART
Existing Physical Site Conditions Opportunities and Constraints Evaluation Oct 16, 2025

13
v. Housing Affordability Requirements and Goals

• Any development on the site is required to comply with the City’s Inclusionary Zoning
Ordinance (IZO). Amended in 2024, this process involves recording Affordable Housing
Agreements between the City and each developer. Inclusionary units are to be deed-
restricted to be affordable in perpetuity. ADUs/J-ADUs cannot be counted towards the IZO’s
minimum requirements. Per the IZO, multifamily residential developments (rental or
ownership) with 10 or more units are required to maintain 15% of the units as affordable to
Very Low and/or Low Income households (50-80% AMI level).
• The 2023-2031 Housing Element identified this site in its inventory as potentially providing
100% affordable housing. However, this is not a regulatory requirement and a project that is
constructed may have a smaller percentage of affordable units, but still comply with the IZO.
• AB 2923 requires a minimum of 20% of all units at each TOD site to be affordable at
low/very low-/moderate income levels, and BART has adopted a goal of 35% affordable
units across its portfolio. BART's Framework for Financial Return from Affordable Housing
(2021) lays out additional incentives for projects meeting or exceeding the portfolio-wide
goal of 35% affordable housing units.

vi. Hacienda Design Guidelines

The project site falls under the Hacienda
PUD district, an area located as per the
vicinity map below. Updated in 2019, the
Hacienda Design Guidelines are an integral
part of the City’s PUD ordinances and
Hacienda’s CC&R’s, and help to shape the
vision of the Hacienda PUD district
masterplan. The basic objective of these
TODDGL (Transit Oriented Development
Mixed Use Development Standards and
Guidelines) is to develop this district as a
TOD “Village”.

Per this document, the project site is classified as a “Housing Parcel” (54/56B). As such the
Housing Development Standards and Guidelines (Housing DGL) in the document apply here:
• Chapter 2 Site Planning Guidelines
• Chapter 3 Streets, Landscape and Common Area Guidelines
• Chapter 4 Signing Guidelines
The document provides a helpful list of Service & Retail Uses, as well as Public & Community
Uses permitted on this site. Additionally, it also includes a list of conditional uses (including
Childcare centers) allowed on the site.

vii. MTC Transit-Oriented Communities Policy

Adopted in 2022, the Metropolitan Transportation Commission’s (MTC) Transit-Oriented
Communities (TOC) Policy aims to increase overall housing supply and further the
implementation of Plan Bay Area 2050 strategies. It does so by setting thresholds for core
elements of land use density, affordable housing, commercial intensity (FAR), parking
management, and complete streets/multimodal access. The policy applies to a half-mile area
Figure 3-5: Hacienda vicinity map DRA
F
T
