Pleasanton BART
Existing Physical Site Conditions Opportunities and Constraints Evaluation Oct 16, 2025

14
around existing and planned transit stops and stations, and as such applies to the project site.
According to the level of transit service, the project site is classified as Tier 3 (a stop/station
served by one BART line, Caltrain, light rail transit, or bus rapid transit).

The table on the following pages compares applicable controls/standards/thresholds included in
the documents referenced in this section (1.d., i-vi). Note that where local zoning was
inconsistent with the BART AB 2923 standards on July 1, 2022, the AB 2923 standards
became the local zoning for the BART-owned parcels.

viii. Assembly Bill 2923

Signed into law in 2018, Assembly Bill (AB) 2923 changed the zoning requirements on existing
BART-owned property in Alameda, Contra Costa and San Francisco counties within a half mile
of the stations. BART also adopted the AB 2923 Baseline Zoning Standards shown in the table
below as its TOD zoning standards. In conjunction with Senate Bill (SB) 35 (2017) and SB 423
(2023), it enables the streamlining of approvals for certain developments on BART sites,
including exemption from review under the California Environmental Quality Act (CEQA). Per
BART's TOD guidelines, the Dublin/Pleasanton station’s “TOD Place Type” is
Neighborhood/Town Center.

Figure 3-6: BART System Map showing the TOD Place
Types for stations subject to AB 2923.
Figure 3-7: Baseline Zoning standards for each TOD
Place Type, with applicable standards highlighted.
DRA
F
T
