E. Transportation Choice
Leverage land use and urban design to encourage non-auto transportation choices both on and off BART property
through enhanced walkability, bikeability, and seamless transit connectivity.
1. Increase the share of patrons who walk, bike, or take transit to BART through access improvements
that offer safe, viable non-auto alternatives to BART patrons, per BART’s Access Policy.
2. Minimize the need for BART rider parking replacement by developing other parking locations
and access options, and by effectively managing and maximizing the use of available parking near
the station.
3. Develop and implement an Access Plan to identify future station access needs and strategies once TOD is
built, per BART’s TOD Policy.
4. Expand the pedestrian and bicycle network by enhancing the connection from the Iron Horse
Trail (IHT) to Owens Drive and surrounding residential and businesses, by providing a continuous
separated bikeway along Owens Drive, and by improving the safety and operations of the IHT
crossing at Owens Dr to support the City and BART’s active transportation goals.

F. Affordability
Serve households of all income levels by linking housing affordability with access to opportunity.
1. Require at least 20% of homes built on this site to be affordable to lower income households in
order to meet BART’s Affordable Housing Policy, and support BART’s 35% systemwide
affordability goal by aiming for a higher percentage of affordable units.
2. Support local workers and entrepreneurs by including Small Business Enterprises in design and
construction of the TOD.
3. Advance goals and policies laid out in the City’s Housing Element, including:
i. Encourage residential and mixed-use projects to be designed at the maximum building
height permitted (Policy 1.3)
ii. Support the development of sites designated for residential uses, particularly sites zoned
for higher density and lower- and moderate-income housing (Policy 1.4), and
iii. Encourage new housing to be located in areas well-served by public transit and the active
transportation network (Policy 6.5).
