BART Concept Plan Planning Commission
4 of 9
As mentioned, vehicular parking is divided into Reserved and Daily Fee parking and is
available on both the Pleasanton and Dublin sides of the station. Table 1 summarizes the
station's existing vehicular capacities between the two sides of the station. Data from a BART
parking occupancy survey completed in autumn 2024 is included in the table to identify the
parking occupancy rate.
Table 1: Existing Vehicular Parking Spaces in Pleasanton and Dublin
Pleasanton Dublin
BART parking
spaces
1,352 spaces
(about 51% occupied)
1,521 spaces in parking garage
189 surface parking spaces
SUBTOTAL: 1,710 spaces total
(about 58% occupied)
Other parking
spaces
- 507 spaces in Alameda County
parking garage
TOTAL 1,352 spaces 2,217 spaces

Planned Capital Improvements to Site and Proximate to the Site
Planned capital improvements to the site and adjacent to the site include those to the Iron
Horse Trail and the proposed construction of the Valley Link Rail Station. These improvements
are not contingent on the site’s redevelopment as outlined in the scenarios (i.e., they are
planned independent of the redevelopment of the site).

Starting in early 2026, BART will improve the Iron Horse Trail with a two-way bicycle track that
would be separated from vehicle traffic and from the pedestrian sidewalk, pedestrian-scale
lighting, improved lighting under the freeway and elevated BART structures, additional secure
bicycle parking, wayfinding and signage, landscaping and storm water management features,
safety and security features, a small park/plaza/gateway treatment at the transition to the Iron
Horse Trail to the north, and public art. To facilitate and encourage bicycle access to the
station, the bike lanes along Owens Drive will be striped to allow bicyclists to cross the street
more efficiently at the existing signalized intersection.

Construction of the Valley Link Rail line would provide a rail connection between the subject
BART station (and therefore the Tri-Valley and greater Bay Area) and the San Joaquin Valley.
A new aerial station platform would be constructed, along with pedestrian access including
stairs, elevators and escalators. At this time, the timeframe for construction of the Valley Link
station is to commence in 2028.

Exhibit B to this report provides additional detail regarding the site’s existing conditions,
planned improvements, and constraints.

PROCESS TO DATE
As mentioned in this report, the City’s Housing Element identifies the site for housing and, as
part of an implementation program, calls for the preparation of a concept plan to facilitate the
future construction of housing on the subject site. To date, th e project team has initiated this
