BART Concept Plan Planning Commission
5 of 9
process and conducted preliminary analysis in the form of an evaluation of civil engineering
constraints, a market assessment to understand the potential for complementary non-
residential uses, as well as an assessment of other opportunities and constraints as described
above. The project team has drafted goals and objectives that would be incorporated into the
final concept plan (goals and objectives are discussed further below). Additionally, due to the
collaborative nature of the project, BART, as the property owner, and the City have signed an
MOU to formalize the cooperation between the two agencies for this effort.

As the Planning Commission is aware, an informational report was provided for its August 27
meeting, similar to that provided to the City Council for its July 15 meeting. The most recent
public meeting on this project was the Community Meeting held on September 17, from which
feedback is summarized below. And at this meeting, the Planning Commission is requested to
provide feedback on the re-use scenarios for the site.

Community Meeting: The City, in collaboration with the project team, hosted a virtual
Community Meeting on September 17, 2025, to provide the general public with an introduction
to the project and solicit feedback on the site-reuse options. While attendance at the meeting
was low despite outreach, the project team anticipates that interest in the project will increase
as more materials are drafted, circulated, and discussed in public settings such as this
Planning Commission meeting. Feedback received from attendees of the meeting includes the
following:

• Uses and Buildings
o New development should fit into the feel of Pleasanton and complement the long-
term vision for Hacienda.
o Noise abatement is necessary for any new buildings and residential units in
particular, since BART trains and the adjacent freeway are noisy.
o Placemaking and a destination draw for the community, such as retail or dining,
would be essential to make this site a place to draw a critical mass of visitors.
• BART Use and Station Access
o Developing BART parking lots makes sense since they are sitting partly empty .
o Before the COVID-19 pandemic, BART parking would often be fully occupied. A
resident expressed concern about whether parking demand will increase again if
there is a change to remote work.
o BART riders prefer to drive to the station because b us service to the station is
infrequent and not timed well to sync with train departures and arrivals, making
public transit a less convenient option over driving.
o While biking to the BART station is a viable alternative and great way to get to
the station, there should be more secure bicycle parking at the station or
potential for bike sharing.

Public comment received after the Community Meeting but in advance of this Planning
Commission meeting is included as Exhibit D to this report. The commentators indicate that
vehicular parking for BART riders should not be reduced since, in their observation, demand
for parking lot spaces has increased recently compared to just after the COVID -19 pandemic.
